Contracting with the
APPF
In order to obtain security services in
Afghanistan, domestic and international customers will
negotiate a contract for service with the APPF. Contract
negotiations are conducted at APPF headquarters in
Kabul.
Companies seeking to contract with the
APPF should download a copy of the
APPF Contract Template
as a starting point. The
template serves as a foundation for starting contract
negotiations. Annex B and Annex C are the most critical
portions. Annex B lays out the specific requirements for
guards and weapons, while Annex C describes the site
security plan.

The cost per guard is detailed in the
table below to provide companies with specific pricing
information for contracting with the APPF.It is
recommended that companies download the contract
template, develop their Annexes B and C and make an
appointment with the APPF to discuss their specific
