Collection of military equipments from Pride PSC
June 17, 2013 Kabul-Afghanistan
The Afghan Public protection forces following the
implementation of presidential decree 45 of Islamic
republic of Afghanistan has collected weapons, Radios
and military equipments from Pride Private Security
Company.

The collected equipments contain 27 AK-47 with
22 Magazine and 1000 bullet, 1 Makarov Pistol
and 28 various types of Radios. These equipments
were collected after Pride private Security
Company terminated based o presidential decrees. |

The registration departments reported that the process
of weapon collection took a place after completion of
some legal process.
It’s to be mentioned that Afghan Public protection force
and security enterprise has collected thousands of
various weapons from private security companies
recently.

officially obtained security responsibility of Salma Dam
project 2 years ago, in order to understand the security
situation and work progress of this project we have
arranged an interview with Salma Dam protective
commander and draw your attention to it.

Give us information about Salma Dam please?
Col. Azizurahman:
Salma Dam is one of the major national and
public welfare projects which is located in
Chesht-e-Sharif district of Herat in
neighborhood of Ghor and Badghis Province. The
construction work is carried out by Hindi
company and APPF provides them security
services.
Press:
How long ago APPF has taken over the security
responsibility of the dam? |

Col. Azizurahman:
before creation of APPF protective battalions exist in
606 Ansar police zone framework which was responsible
for security protection, since APPF creation we have
officially assumed this responsibility and provide
facilities for project personnel and engineers.
Press:
Tell us about number of Enemy attack on Salma Dam
protective battalion?
Col. Azizurahman:
it’s around one and half year that we haven’t faced any
serious threat from enemies. Our major problem remains
with Herat-Salma road which is 180 KM and is dusty where
enemy cultivate land mines easily in most recent
incident we lost 7 members of our personnel due to land
mine explosion.

in order to eliminate security problem and improve road
security what measurement do you have in hand?
Col. Azizurahman:
First we request from Herat governmental authority to
asphalt the road. We have appropriate plan in hand to
secure the road make the traveling easy for our people.

Press:
tell us about your ability, in which extent do
you have ability to protect the Salma Dam?
Col. Azizurahman:
the protective battalion of Salma Dam is
completed almost in term of weapons, personnel
and equipments and in order to protect it we
have created 20 security posts which cover 15 Km
from east to west and 10 Km from north to south.
These security posts have enabled us to have
wider coverage of security over Salma dam and
made even enemies heavy gun impossible to cause
any damage to our facilities. |

it was told that construction of Salma Dam has been
halted due to security reason, what do you have to say
about this?
Col. Azizurahman:
as I said earlier, since one and half year that I have
assumed protective responsibility of this project we
haven’t faced enemy threat. There was budget problem in
2012 which halted work for short period of time but it’s
solved and works is resumed in 2013 and continuous
rapidly in 2 shifts.

What major plans do you have in hand to better protect
the Salma Dam?
Col. Azizurahman:
we have direct coordination with Afghan National army we
are trying to expand our relation to prevent any
possible enemy threat.
Press:
How do you ensure the employee and Engineers of this
project about their safety?
Col. Azizurahman:
as I said earlier, we don’t have any security problem in
project sphere, the project employee and engineers can
perform their duties in safe environment, we have
discussed about their air travel with officials to
facilitate this as security of high way is our main
concern.
Press:
what is your suggestion for APPF officials?
Col. Azizurahman:
I would like to ask the APPF official to provide us with
more equipment so we could better protect this great
national project.
Press:
what do you want from people in this regard?
Col.
Azizurahman:
as Salma Dam serve as a great major National welfare
project the protective battalion carries vast people
support. Salma Dam locates between 4 districts people
are helping us in protection duties. I would like to
thank the people of Chesht-e-sharif who have helped us
always. Now the people can feel the importance of Salma
Dam in their life.

tell us about your achievements?
Col. Azizurahman:
we had meetings with people and made it possible for a
person named Abdul Rehman to re integrate in society and
we continue our effort to talk with irresponsible armed
group to join the government peace process.

what is your massage for the people?
Col. Azizurahman:
I would like to ask people to cooperate in such major
national welfare project as people cooperation is
considered effective in this regard.

The registration Department of Afghan
public protection force collect 104 AK-47 from Raid Inc
private security company and deliver it to APPF weapon
cache.

According to the registration
officials Raid Inc private security company was
operating in Maidan-Wardak province and due to
termination of security contract its arms
transferred to APPF weapon cache in presence of
responsible delegates. It’s

A meeting chaired by LTG Abdul Jamil
Junbesh Deputy minister and chief of APPF where Alhaj
Meer Rahman Ramany Economic chairman of Afghan
Parliament, Baripal the internal security chief of
Security council, delegates from chamber of commerce and
industries, member of transportation companies, APPF’s
Directors for operation, business, chief of staff and
foreign advisors were present.

In the meeting discussion took
place relating National Security Council agenda
and revision of APPF’s security service
procedure and complaint from chamber of commerce
and industries about cost of Security Services.
First Mr. Hashmatullah Latifi
briefed the audience relating APPF’s Security
Service rates and said:” the rate is being set
in agreement with ministry of interior and
security high council and APPF implement it
based on security high council decisions”. |

In this meeting Mr. Khan Aqa Rezayee
representative of transportation companies request from
APPF to review the rates.
LTG Abdul Jamil Junbesh in his speech
called delivered suggestions, objections and guidance
effective in improvement of his affairs and promised to
respond the concerns in guidelines of responsible
officials and benefit of country.
Mr. Junbesh added that he is committed to
execute the presidential decree 62 and will struggle to
safely transfer the logistic and supply convoys into
distinctions.
At the end of meeting a jointly decision
made regarding creation of a commission to review APPF
rates in membership of economic high council, Security
Council, Parliament, Private Sectors and APPF. The
commission is assigned to deliver its decision regarding
rates in the future.

Based on the report of registration
department to of APPF 13 AK-47 with 48 magazine and 1170
bullet, 8 radios and 4 body search machine has been
collected from yoksel company representative Mohammad
Ayoub in cooperation of Kandahar police directorate.

The mentioned equipment has been
collected in light of presidential decrees 62
and 45 that appoint APPF to cancel unlicensed
and illegal private security companies and
disarm illegal armed groups.

In the 25th round of
graduations from Afghan public protection force training
center 182 guards of APPF received their completion
certificates after receiving 4 weeks of appropriate
theoretical and practical training.

playing of national anthem and speech of MG
Sayed Kamal Sadat the operation director of APPF
where he congratulates the graduates and said:”

Thwarting of enemy attack on Aynak copper
mine regiment

Last night a group of armed enemy
combatant attacked logar Province Ayank copper mine
protective regiment and faced heavy resistance of Afghan
public protection force, in the result one of the enemy
combatant remained was found in the ground that was
killed in the battle.

The regiment commander of Logar province copper
mine, the armed enemies attacked on protective
regiment around 12:30 AM last night.
The battle lasted for one hour in
the result the enemy received casualties and one
of their body remained in the ground with his AK

Enzeergul inhabitant of Khoshy district of Logar
Province.
He also added that no casualties occurred

BG Rohany:
as you know that after Taliban
collapse and establishment of new government in
the country the ANSF faced various problems and
were not arranged in correct order therefore the
NATO and ISAF forces relied on private security
companies and used them for protection of their

supplying convoys, the PSC’s activity
were involved with many security problems specially in
high ways that made the Afghan government leadership to
look for an alternative in government frameworks and to
escort the supplying convoys in 34 provinces safely.
Eventually based on president’s decree 62 of Islamic
republic of Afghanistan the Afghan public protection
force and security enterprise established in ministry of
interior framework and starts its activity and ordered
the convoy protection directorate to perform the escort
duties across the country. It’s about one and half year
that directorate for protection of convoys is working
under APPF and has the ability to transform and escort
the supplying convoys across the country.

BG Rohany:
Directorate for protection and security
of convoys has 13 active divisions and are stationed in
Wardak, Ghazni, Nengarhar, Herat, Kandahar, Balkh,
Baghlan, Farah, Helmand, Zabul, Pakteya Provinces and
Shendand and Delaram districts.

recently APPF created its command and
control unit, what is the aim for creation of such
units?
BG Rohany:
the command and control unit is part of
operation directorate of APPF and has the responsibility
over planning, calculations and supervisions of
transferring convoys also this unit has direct
coordination with APPF various directorates and
supervise their achievements.

what facilities do the command and
control unit has?
BG Rohany:
the command and control unit of APPF has
the responsibility of planning, calculations and
supervision over transferring of supplying convoys. The
command and control unit is equipped with skilled
employees and modern equipments and controls APPF work
areas and has provided much facility for us.
Press:
recently the media reported from
causalities of convoy directorate of APPF, what do you
have to say about this and any plan to prevent such
incidents?
BG Rohany:
about convoy protection directorates
causalities, we are carrying a very huge responsibility
as the enemies paying their much attention to it, again
our death toll is much lower and our services is safer
than private security companies as our personnel
endeavor to protect the national and international
revenues although this motivation caused some losses but
We are in coordination with command and control unit to
prevent more losses and equip our personnel with modern
technologies.

How is your coordination with Afghan
National security forces, ANSF?
BG Rohany:
in the beginning there were some barriers
in transferring of convoys, fortunately now the ANA, ANP
and NDS are in direct coordination with us. We are
thankful of their cooperation.
Press:
tell us about transferred convoys, still
how many shipments to which part of the country has been
transferred?
BG Rohany:
from beginning up to now except on
Fridays we are carrying convoys and still around 15000
shipments in 450 convoys has been transferred to various
part of the country.
Press:
what assurance do you provide to national
and international merchants regarding safe transferring
of their goods?
BG Rohany:
I am assuring the national and
international merchants that APPF with coordination of
ANP and ANA can transfer their goods safely into
destinations and I am requesting from them to contract
with APPF to protect their investments.

what is your massage for our countrymen?
BG Rohany:
I am assuring all my countrymen that APPF
and directorate for protection of convoys has the
ability to provide standard security services, therefore
we are requesting from our people to invest in the
country and not worry about security issues.

been collected from triple Kanopy private security

as our countrymen knows based on decrees
62 and 45 of Islamic republic of Afghanistan the APPF is
created as alternative of private security companies so
in one way could prevent irregularities created by some
PSCs and in another to protect the national revenues.
Therefore the APPF has been created in MoI framework and
has obtained the confidence of international
communities, NATO and US department of defense official
in the result the responsibility of camp Bala hesar and
NKC were transitioned completely and work is on process
to transform camp Gamberry. Also work is under way to
receive the security responsibility of all NATO and US
run facilities in near future.

How is the process of employment, the
companies propose or the APPF introducing the guards?
BG Sharifi:
if a company itself has professional
guards, the APPF after registrations and performance of
biometric test will recruit them, if not the APPF itself
will introduce its own professional guards who are
carrying good character without criminal background will
be recruited to protect the international projects and
facilities.

abandoned are they going to be hired again by APPF or

those companies which gets cancelled and
have trained guards and are registered in APPF biometric
system based on requirements would be introduce to

the contracting rate is determined by security
enterprise high council based on procedures
which is same for national and international
investment agencies and APPF provides the

protect the investment agencies receives 4 weeks
professional trainings in APPF training center
which includes training in technique and firing
of heavy and light guns, personnel and vehicle

Municipality Warehouses is safe from
security perspective

The Kabul Municipality officials called APPF services
effective on protection of its warehouses and collection
of revenues.

In an interview with our
reporter, Mr. Abdullah the internal auditor of
Kabul municipality appreciates APPF activities
and says:” the Kabul municipality warehouse
locates in 3 various parts of Kabul city
including, Khair Khana, Kampany, and

LTG Ghulam Ali Wadat, APPF acting chief
in a ceremony met the head of national economic
commission of Afghanistan’s Parliament and member of
transportation companies and checked the current problem
facing escorting of convoys.

In this meeting Alhaj Merrahman Rahmani, head of
National economic commission of Afghanistan
parliament mentioned the national merchants
concern over high rate of convoy escorting
performance where The acting chief of APPF
said:” the rate for escorting duties of convoy

security enterprise training center graduated 178 mentor
and guard at 24th educational round.
The mentioned graduates are 168 guards
from statistic sites and 16 mentors from mobile teams
learned practical and theoretical protection
fundamentals for four weeks.

kidnapers by cooperation of APPF

A French citizen name
Pierre Borghi was abducted by four armed
men from a street in a Qala-e- fatullah area of Kabul on
November 28 and fled his captors on Monday and reach
himself to APPF guards in Wardak Province.

Pierre Borghi a freelance

publishing department of APPF said he was kept
by captors for four months and finally managed
to escape and reach himself to APPF guards.

and finance of APPF has signed 235 security contracts
with national and international companies, to learn more
about transparency of contracting process and
recruitment of civilian employees we have arranged an
interview with Hashmatullah Latifi director of business
and finance of APPF and we would like to draw your
attention to it.
Press: APPF is constituent
of two related words; first give us brief information
about capacity and duties of APPF?

Latifi:
as our country men know Afghan Public Protection
force and Security enterprise has been created
based on presidential decrees 62 and 45 of
Islamic republic of Afghanistan as a profit
enterprise in interior ministry framework, means
it fund its expenses from its revenues. APPF is
an enterprise works under security high council
which is consists of seven ministries, including
the Ministry of finance, economy, mines, energy
and water and local administration organ
director, all decisions are taken by council
which is headed by his Excellency minister of
interior. |

Press: business and finance directorate constitute a
major part of APPF; could you tell us about its specific
task?
Latifi: as it’s obvious
from the name the directorate of finance and business is
a major part of APPF and is responsible for logistic and
finance tasks and also supply protective divisions in
zones logistically, sign contracts and perform payment
for all employees. This directorate also sign security
contract which constitute major activity of APPF.
Press: tell us about
formation and personnel of business and finance
directorate?
Latifi: directorate of business and
finance is formed of finance and administrative,
logistic and business departments who perform their
duties based on job
descriptions where finance
department is responsible of financial issues, logistic
department is responsible for logistical and supply
issues and business department is responsible for
signing contracts with national and international
companies.
Press: based on which
criteria agreements reach on contract and how many
contracts have been signed yet?

Latifi: the
criteria and rate is set by high council, any
company having eligibility can reach in
agreements with APPF. still 235 contracts in
security service, 80 contracts with supplying
field and more than 40 contracts with local and
international investors has been signed.
Press: as business
and finance directorate is an income and
consumption organ, how can you assure our
citizen from transparency and lack of
corruption? |

Latifi: I fully assure my
countrymen that there is no corruption in this
directorate, to prevent corruption we use variety of
tools such as soft wares and has appointed auditors to
control who reports officials on their control daily.
Press: Some customers have
complained about the high rate of contracts what do you
say about this?
Latifi: APPF charges 175
dollars per 50 KM from each shipments based on security
high council decisions which is much cheaper than PSC
who used to charge 280 dollars per 50 KM. APPF guards
are in uniform with regular military formation and by
creation of separate protective battalion can provide
confident security services in any part of the country.
Press: Recruitment of
employee takes place based on what criteria?
Latifi: recruitment of
employees is based on the independent administrative
reform and civil service commission law through open
competitions. In first phase the vacant position goes
into ads and in second phase most eligible candidates
selects by appointed commissioned headed by BG Ghulam
Sakhi Rahimi APPF chief of staff and attracts after
exam.
Press: what plans do you
have on capacity building of employees?
Latifi: to better perform
the affairs in an organization, capacity building is
must, there for business and finance directorate has
planned and decided in this regards and a company paid
by NATO is training our employee every day. We are
planning to contract with a university to train our
employee in variety of fields.
Press: to improve the
administrative affairs, what plan do you have in hand?
Latifi: performing duty in
responsible manner is goals of each organization, as I
said the business and finance directorates has decided
to raise employee awareness and try to recruit
professional, knowledgeable and experienced employees so
that we could reach our goals of serving people and to
lead APPF as a newly established organization to reach
in improvement and progress.
Press: what is your
message for customers who want to sign contract with
you?
Latifi: APPF is
established based on presidential decrees in interior
ministry frame work and is a legitimate alternative of
private security companies there for I request from all
my countrymen to rely on their police in one hand to
deliver generated revenue to national budget in another
APPF provides confident security services.

NATO and US facilities operating in Afghanistan

LTG Junbesh responded that before 52 PSC
exist, now only 35 PSC are operating with diplomatic
mission in Kabul which is working based on Geneva 1961
convention to protect diplomatic environment, we are
trying to cancel these companies and transfer their
security responsibility to APPF.
Some of MP’s expressed concern over
existence of corruption in collection of revenues but
this claim strongly denied by APPF and called this
conspiracy of enemies.
APPF charges 175 USD per 50 KM which is
much cheaper than PSC, the revenue generates from these
operations goes to government treasury.
APPF chief reiterated to Afghan MP that
APPF is working days and nights to implement
presidential decrees.

25 new employee of command and control
unit of APPF were introduced and assigned to their
duties. In the introduction ceremony MG Sayed Kamal

According to Ahmad Shoaib Sharifi business

signed by APPF with black and Weej Company who
is responsible for construction of Kajaky dam of

Mr. Sharifi Added: the contract worth is 79
Million Afghani and 200 guard of APPF will be

Herat

By creation of convoy protection division
in west zone APPF would receive protection
responsibility of convoys in the west.

The aim for creation of this
division is the implementation of PD 62 of
Islamic republic of Afghanistan about abolishing
PSC and transferring their responsibility to

In an interview Abdul Hamid Azizi
director of public protection police of 606 Ansar zone
said: we are giving assurance to the people that we can
work better than PSC’s and can provide better security

By creation of this division all PSC’s
who were responsible for convoy protection and were
accused of insecurity and illegal work would be
cancelled and their responsibility will be transferred
to APPF.This would provide better security for high ways
and surrounding areas.

Profit this year and is ready to transfer it in Islamic

3012054249 Afghanis from security contract with
PSC and has paid salary 1847190600 Afghanis out
of that to 13000 personnel.

appreciated the legal department steps about the

IRD International organization calls APPF
security service standard and equal to world measures.
Allen Mores IRD international deputy
said, it’s about 9 months that we have singed security
contract with APPF and yet we haven’t faced any problem
or security threats, he calls APPF security services
satisfying which reflect the abilities of APPF.

IRD international has branches in
Kabul, Kandahar and Pakteya provinces and 126
Guards of APPF provides them security services.
Previously IRD used Global
private security company services and currently
APPF provides services as a reliable and
confident entity.

Better plan to provide better security
for Aynak copper mine

To better protect Aynak copper Mine of
Logar Province MG Sayed Kamal sadat operaton director of
APPF met Engineer Abdul Aziz Areeb project director of
Mining and industries ministry.

In this meeting the parties
agreed regarding future plans of security of
Aynak Mine and emphasized on mutual cooperation.
MG Sadat gave information
regarding protection preparation of Aynak copper
mine and said APPF has equipped its protection
regiment with modern weaponries and would exert
to provide better security for extraction of
mine.

satisfaction from APPF and said, Aynak copper
mine project |

country and much focus should be taken to provide better

to be mentioned that Aynak copper mine is one of
National projects and is protected by protective

3 days work shop to increase employee
legal knowledge

Three days work shop started in APPF HQ
to increase the employee knowledge by legal department.

In opening ceremony MG Sayed
Kamal Sadat operation director of APPF thanked
legal department initiatives and talked
regarding public right and its welfare and
emphasized in continuance of such workshops. He
added, until we don’t understand our right and
duties before the society and government we
can’t defend ourselves. Understanding of legal
issue is necessary in every field especially in
governmental administrations.
Mr. Sadat called on attendees to

advantage of opportunities and increase
knowledge through such effective workshops which results
awareness promotions.

This work shop is started based on plan
to increase the employee awareness about country
constitutions and other law. He said being aware from
law is necessary to all Afghans specially APPF staff. He
reminded that he has planned to start new workshops in
near futures.
Parwiz Pasoon one of work attendees said
such kind of work shop is effective and wants its
continual.
It’s to be mentioned that 25 employee of
APPF compromised of civilian and military has taken a
part in this work shop and would last for three days.

Director for protection of governmental
project of APPF controlled New City Protection Company
around 6:00 PM last night.

BG Habib Khan Kochay director for
protection of governmental project visited the
protective company of New city in Deh sabz. The
aim of visit was to control the location of
Protection post and performance of protective
company where personnel were guided to take
necessary preparations to prevent the
construction of arbitrary homes in the new city.

project is one of key directorate of APPF and

brigade

BG Habib Khan Kochay Director for protection of
governmental project of APPF and Engineer Najibullah
Ozhen minister of public welfare of Islamic republic of
Afghanistan visited Qaisar-almar protection brigade of
Badghis province.

First Mr. Kochay checked the
performance of protective brigade who provides
protection for engineers in the field and then
received their suggestions and promised to
cooperate and guided them relating their duties.
Qaisar-almar protection brigade
is created to provide security for circle road
in Badghis province and has 1400 professional
guards who provide security in this project. |

It’s to be said in order to equip and
professionalize the personnel recently 100 guards
graduated from Provincial police department and to
increase personnel knowledge 200 guards sent to Herat
and 100 to Badghis training centers.

APPF to take security responsibility of
NATO Establishments

A ceremony held by Hashmatullah Latifi
general director of Finance and business of APPF with
ISAF camps Advisors.
In the ceremony security transition of
ISAF camps to APPF were discussed.

Also parties discussed regarding
transition of 23 NATO sites, in the result
decisions made to transform security
responsibility of Bala Esar of Kabul city site
which is currently protected by private security
company name “Raid” it would be transferred in
March 20 this year. The other remaining sites
will be transferred in the course of time.
Mr. Latifi said we have necessary
preparation, |

before the date of transition a team will
be send to arrange transition requirements including,
Biometric, weapons registrations, guards training and
transmission. The process will start based on plan which
is counted a great achievement for Afghan government.
It’s to be mentioned that based on
agreement signed with Afghan-NATO officials the security
responsibility of all NATO military camps surrounding
would be transferred to APPF.

received training

APPF command and control center tested 10
officers of ISAF convoy protection brigades after they
received 3 days training.

The officers were professionally
trained by skilled foreign mentors in safe
supplying of convoys and will be appointed to
their duties after the test.

modern and advanced combat tactics were trained
professionally in protection of convoys.
He added: this is the first group
of convoy protection division receiving training

recently signed one year contract with Task Force
Company where the company would provide technical
services in planning, capacity buildings and would
cooperate in modernization of APPF HQ command and

the attendees’ graduations where the
certificates were issued to them by training
center mentors.
In this course the attendees were
thought 24 different subjects such as drill,
Police techniques, weapons techniques, law
procedure, police equipment usage, first aid,

mentioned that these subjects are the training
centers subjects and thought based on schedule

A meeting held under chairmanship of MG
Said Kamal Sadat general Operation director of APPF with
governmental projects commanders where BG Ghulam Sakhee

project were present.

The session which took a place in
APPF HQ first Mr. Sadat talked regarding
divisions duty and requested from the commanders
to perform their duties seriously and entrusted
a task to the head of government projects to

A joint delegate headed by BG Habib Khan

implement presidential decree 45 and disarm illegal
private companies returned after collection of some
weapons.

APPF Delegates visit Kundoz, Takhar and
Badakhshan Provinces

In order to implement the presidential
decrees 45 and 62 of Islamic republic of Afghanistan
about disarming of irresponsible armed groups BG Abdul
Wahed Sharifi Director for Protection of international
project of APPF headed a delegate of three person and
visited Kunduz, Takhar and badakhsahan Provinces.

First the delegates met with
Kunduz provincial governor and police commander
and attended in a ceremony in Police HQ with 30
private security companies’ owners and collected
45 different types of weapons from companies and
they were informed to come in protective
directorate for security survey conclusion.
Then the delegates entered to
Takhar and Badakhshan provinces and met
provincial official
And found out that only UNAMA
uses private protection guards for their
security. |

Discussion took a place with officials to
take lawful steps regarding their weapons.

training center obtained their completion Certificates

About 224 guards of APPF received their
completion certificates after receiving 4 weeks
professional training in APPF training center.
In a ceremony to commemorate their
graduation started by recitation of Holy Quran and
followed by LT COL. Abdul Rawoof Hashimy APPF training
center commander where he welcomed MG Said Kamal Sadat
operational director of APPF and said:

center in APPF framework it has graduated 3340

Where they would be graduating as
professional drivers.

personnel are getting more professional day by day and
hoping the training received from training center could
be used best in the field which is protection
governmental projects, nongovernmental projects and
convoys’ protection.
Finally completion certificates were
issued to guards by MG Sadat, international advisors,
and training center mentor and ceremony ended with
prayers of better security in Afghanistan.

5 member of APPF visited Pamir 303 zone
areas

A delegation of 5 individuals headed by
BG Sher Hussein Ali Gauhar Director for protection of
nongovernmental project of APPF visited Northern
provinces in aim of disarming unauthorized companies and
irresponsible peoples.

Based on BG Ali Gauhar saying the
delegates first visited the Samwan construction
company which has contract of building Balkh -Dara-e-souf
District road. The mentioned company has
employed 85 Private protective guards possessing
weapons and provides security for 5 sites
including its HQ in Mazar-e-Sharif. The company
was controlled and delegates found out that
their weapons were not matching APPF Sent forms,
in the result the delegates registered their
personnel names and weapons in a separate forms
and the company official agreed to employ guard
based on presidential decree 45 and MoI
initiatives from APPF. Also |

the delegates agreed with 303 Police zone
and Balkh officials to collect the company arm until
they sign contract with APPF.
He also said that talk went underway with
Engineer Shekib Public welfare ministry representative
where he agreed to recruit protection guards from APPF
for their projects.
Then the delegates controlled 46 other
sites where irresponsible armed people found without
working with companies, they had illegal activities. The
issue shared with Balkh governor, 303 Police zone
commander and province protective directorate,
consequently the Balkh governor told the people to join
in the APPF framework.
It is to be mentioned that in result of
the delegates’ findings no companies had any activity
against presidential decree 45 and 62. Finally the
protective directorate of 303 police zone was ordered to
make contracts with companies and individuals having
more than five weapons in their possession. The issues
were shared with Mazar-e-sharif public through mass
media.

Second period graduation
of Ranger Division in Kandahar

Attendees
of second term of ranger police division of APPF
graduated after receiving 6 weeks training from Maiwand
404 Police zone training center.
A ceremony
held in training center started by BG Nasrullah Zarifi
commander of Kandahar training center speech where he
congratulate the attendees and added: since
establishment of this training center in 2003 with
capacity of training 450 person at one time it has
graduated 30233 police personnel in multiple period in
various fields such as, security, public order, border
and public protection and has submitted them to the
society.

We
are witnessing graduation of 95 attendees of
APPF convoy protection directorate now who have
received 6 weeks educations by skilled internal
mentors and obtained their certificates.

convoys of APPF thanked the training center
senior leaders and mentors hardworking and added
this is the second period graduation of ranger
police of APPF received professional training
and joined the society.

Creation of ranger
division in Kandahar

Kandahar
governor officially opened the ranger division in APPF
convoy’s protection directorate framework.
In a
ceremony regarding opening of this division in its HQ,
governor, assistant and caretaker of provincial council,
head of Maiwand 404 Police zone, elders, officers, NCOs
and soldiers were present.

Mr. Toryalai Weesa Kandahar Province governor
called creation of such division as a positive
step toward providing security in Kandahar and
added that creation of this division happens at
the time when international forces are due to
leave the country .this division can play a key
role in transferring and protecting of ISAF and
national merchants goods and can be good
alternative of Private security companies. He
said after this private security companies who
had responsibilities of protecting convoys would
be disarmed and arranged in APPF frame work.

to other news in order to implement the presidential
decree 45 of Islamic republic of Afghanistan 26 various
weapons were collected from 4 private convoy protection
companies from district 7 of Kandahar city and handed
over to the province protection directorate.

Nengarhar Province

Joint
delegates visited Nengarhar province to implement the
presidential decree 45 of Islamic republic of
Afghanistan regarding cancellation of private security
companies returned back after assessments of private
securing companies’ license.
The
delegates were compromised of APPF officers, 101 Asmayee
Police and 202 Shamshad Police zone officers under
chairmanship of LT. Col Abdullah Protective director of
101 Asmayee zone police.

The joint delegates first met with BG Abdullah
Estanekzai provincial Police chief, LT Col
Zekria Province protective director and
discussed about disarming of Private security
companies. In order to check the facilities and
security of organizations and projects they
visited UN sites, UNHCR warehouses, guest houses
and province university, Bureshna and
communications directorates, hospital and public
health directorates, legal and appeal court
directorates, National radio TV and rural
rehabilitations directorates, information and
culture directorate, hajj ,Islamic affairs and

anti corruption directorates, Afghanistan bank
directorates, human rights and women affairs
directorates, SpinGhar Hotel and teachers training ,
military court directorates security status were
assessed and the security status of Iran , India,
Pakistan consulate were also checked.
At the
same time arm license of Ali negar and Alkozay
construction companies and Guard force International
Company were checked.

Two
illegal companies disarmed
14 January
2014 Kabul-Afghanistan
Four
delegates of APPF visited Gardez city of Pakteya
province last week and in coordination with 505 Spinghar
Police zone disarmed two illegal private security
companies and handed over their weapons to the province
protection department.

The two disarmed company had activity under the
name of Sher Ali zada and Shamshad were
providing security for NATO and ISAF logistic
convoys. Two RPG, Two PMK, Two AK47 and some
ammunition were confiscated from them and handed
over to Pakteya Province protection department.
Also Shamshad company owner which made various
excuses for refusal to hand over 18 weapons
detained and handed over to Pakteya police
department.
It must be said that, since the
issue of |

presidential decree 62 about dissolving of private
security companies 57 illegal private security companies
and 16 expired license companies were dissolved and
this process
continues apace.

security companies and merging their responsibilities to
APPF and in order to regulate the effectiveness of

With consideration of job perseverance line have
prepared transition policy and APPF policy which
is approved by officials. Transition of private
security company registrations procedure,
collection and managing of weapons, employment
of staff, organizational and financial

danger detection companies (RMC), civilian employments
affair, inherent issues of security Guards of APPF is
also arranged.

Noted that the procedure of convoy policy, supply,
logistic affairs, guards employee and officers
insurances, procedure of addressing customers complaint,
re issuing of lost ID cards, employment of internal and
external advisors and reserve Division of APPF is
prepared and sent to MoI and high council of security
enterprise for approvals and also policy of polity,
competence and creation of APPF Department zone are
under work.
He added
that office of Policy has taken steps in arranging,
preparing monthly, quarterly, every six months, annually
and every two years reports of APPF.

collection and arranging of reports it would be

current year achievements

the implementation of Presidential Decree 62 and 45 of
Islamic republic of Afghanistan about dissolving of
private security companies and merging them to APPF
Legal office gained considerable achievements In line
with the legal review of the security services contract
text, organized procedures and other relevant
achievements.

In an
interview Mr. AbdulGhafar Batour Head Legal
office said current year APPF legal Text of
Security services contracts with local and
foreign banks, Logistics and transportation
companies, communication companies and other
internal and external projects were reviewed and
accordance with law reforms added.
He added based
on efforts of Legal office and international and
National customers repeated requests regarding
officers personnel insurance who get injured or
die during service were thoroughly discussed and
decision regarding payment to their survivors

announced, based on procurement law it would be
transferred to Afghan insurance company for signing the

implementation presidential decree 45 of Islamic
republic of Afghanistan regarding dissolving private
security companies and merging them to APPF, 500
personnel of OTM Private Security Company adjusted in
APPF frame work.

Ghazni Governor
MusaKhan Akbarzada who was checking the
registrations, biometric and medical checkup
process said that taking any steps regarding
rule making activity of ANSF has positive impact
on security. Then BG Rohany Director for
protection of convoys of APPF counted
integration process of Private Security Company
to APPF valuable and said that creation of this
division with 500 Personnel in Ghazni has an
important role in transferring NATO, ISAF and
National Merchants goods to surrounding
provinces.

General Junbesh expressed his satisfactions from
the commanders and said you have hard and heavy
task about protection of public property, only

to achieve this goal of providing security and
protection of private and public properties.

constant Guard and escort which lasted 6 weeks.
The attendees
showed satisfaction from the course and called
it necessary for personnel capacity building in
teaching field.

launched 21st course training of personnel

APPF training
center commandant reported the starts of 21st
period course training of personnel. This course
includes 460 attendees, 255 guards and 235
convoy security personnel, the course started
based on determined plan, program and would
deliver variety of professional trainings to
attendees in a one month last course.
It is
to be mentioned that APPF training center has
yet graduated 20 courses where around
