Policemen of mese ayenak legion of afghan public protection force of the ministry of interior donated blood to their coterie

The official of blood bank of police 300 bed hospital of ministry of interior went to logar province for collecting blood from policemen of mese ayenak legion

That they receipted behalf of BG general Mohammad Mushin Hasan zada  commander of mese ayenak legion and colonel Aziz Ahmad Fazly the assistant of that commander and other policemen at the ceremony which was held for this occasion

First BG General Sayed Mohammad Mohsin Hasan zada H.E commander of mese ayenak legion wellcom the official of 300bed ministry of interior blood bank Hospital and told Mese Ayenak legion policemen are always ready to donate blood to countrymen and specially to their coterie

To reduce number of causalities and have healthy force

Then head of 300bed blood bank of ,HE ,Doctor Saied Abdul Raqib Hashimi and told about collecting of blood and worth of blood which indeed save the life of your friends and fellow and also from  view point of Islam holly Religion donating blood is very beneficial for your health and you will receive and great requital from Allah(j).

He also regarded happily the voluntary subscription of mese ayenak legion and their support from this trend. it is also mentionable that hundreds of Afghan Public Protection Force ministry of interior with pride and passion for the purpose of donating blood to the mentioned health center were participated with enough blood donated and transferred to blood bank of hospital

The educational center of afghan public protection force and enterprise security celebrated the forty_six graduation of his students during a ceremony

The number of 95 soldier and guards of afghan public protection force and enterprise security are graduated from one month course after learning military training

At the ceremony on this occasion on command educational center of afghan public protection force and enterprise security was held Colonel Mohammad Nawaz Safi general manager of the department of education spoke recalling the achievements of the security and expressed congratulations for graduates this round made them realize their responsibility later stated serving the nation and securitsy the country of any effort not hesitate then first lieutenant Mohammad Javed Malikzada the commander of educational center during small  talked and congratulation to the graduates away, while welcome to the audience, said the soldier during their military training received the necessary training. Mr. Malikzada also added : this training ,theoretical and practical and there is little in the way of training the soldier .this ceremony ended by awarding certificates and good Dowah khair and falah  for afghan people:

47 Round Graduation students of Afghan Public Protection Force

A total number of 93 officers and soldiers of Afghan Public Protection Force and enterprise security Ministry of Interior Graduated from one month course after learning military training and sent to their parts.
Ceremony, which was held for this occasion at commanders of educational center of Afghan Public Protection Force, ministry of interior  

At beginning, first Lieutenant Mohammad Aubid Malikzada command of educational center of Afghan Public Protection Force and enterprise security during welcome to general manager of this deputy said. These forces are learned military education completely and professionally with facilities and efforts round-the-clock of this deputy, this learning process to be continued

And then colonel Mohammad Nawaz Safi education general manager of Afghan Public Protection Force and enterprise security Ministry of Interior during appreciation from courage and sacrifice of security forces said.

 Education is the main pillar of police role security policemen with learning military education so right and high moral can use from the combat tactics against the enemy

Mr. Safi said to graduates of this round as the protection public forces to protect national values round Ėthe Ė clock and as a temple for their community, You are also obligated,  to do your jobs better courage and creativity,  

As the same time policemen and soldiers during satisfaction from police professional learning said that military education is a fundamental principle in military Affairs

Many Officialdoms and Officer of Afghan Public Protection Force Graduated from workshop of Information Technology

20 Officialdoms and Officer of Afghan Public Protection Force of Ministry of Interiors are graduated from Tele-Communication and Information Technology from Genral Administration Education of Deputy of Ministry.

At the graduation ceremony held on meeting hall of Deputy of Afghan Public Protection Force

B G Genral Abudul Raziq Siaghany H.E Head of Office lieutenant Colonel Mohammad Nawaz Safi H.E Genral Education Administration and some other official are participated. At the beginning of this ceremony Mr. Saighany after giving his congratulations talked about the importance of Information Technology in Security Organization and emphasized in such workshop. The ceremony ended by distribution of Certificates and peacefull pray. It is mentionable that up to now 248 Officialdoms and officers of Afghan Public Protection Force of Deputy Minstry of Interior are graduated from short term workshop of such triannings. It is the priority of Duputy of Afghan Public Protection Force to trian officialdoms and officers of Afghan Public Protection Force and this will be continue.

New regiment commander for Aynak copper mine

27April 2013 Kabul-Afghanistan

Colonel Mohammad Nasim Massoud Ex- commander of 8th battalion Afghan border police in Pechergam is introduced as new regiment commander of Ayank copper mine of Logar Province.

In the introduction ceremony in Aynak copper mine protective regiment of logar province, col. Habibullah Qabchaq introduced col. Massoud as new regiment commander of Ayank copper mine for the personnel.

Mr. Qabchaq in his speech congratulated Mr. Masoudís new position and said: ďthe Logar copper mine is a major vital project and can play an important role in economic growth of

Afghanistan; therefore necessary steps should be taken to protect the security of this public welfare project.ĒCol. Massoud assured the officials and said he will endeavor tirelessly in order to protect Aynak copper as it serves as major public welfare project and provided job opportunities for number of people and make them self sufficient economically.

Later, Mr. Qabchaq Director for protection of international project of APPF controlled the new established security post which has been build to detect enemy threats and advised the personnel relating their duties.

Biometric registrations on Mucholgho Dam personnel

April 24 2013 Kabul-Afghanistan

According to the report of directorate for protection of governmental project of APPF to media department within last week biometric registrations preformed and equipments provided to protective divisions in various sites.

According to the official of this directorate 168 personnel of Mucholgho dam were enrolled on biometric system and 9 officers and NCO were recruited for Qaisar-almar circle road protection division.

Also Ghormach, Badakhshan Lazuli, Gamberry, Shar-e-Jadid, Qaisar-almar circle road, Amo Darya, Logar copper and Arianna Protective divisions were supplied with uniform, weapons and fuel.

APPF a suitable alternative of PSC

The CEO of Naweed Noori Company called APPF a suitable alternative of private security companies and appreciates its activities for protecting the security within the country.

Haji Naweed Noori, the executive officer of the company in an interview with department of media reporter has said:Ē APPF is a suitable alternative of private security companies in the country because private security companies were involved in many irregularities and insecurity but APPF guards are equipped in specific uniform are trained professionally and observe the rule of law.

According to Mr. Noori, they feel secure due to presence of APPF and requests from all national and international companies to use APPF security services for protection of their capital and investments.

The directorate for Protection of international project of APPF equipped its protective sites with logistical supplies and Arms.

The official of APPF Directorate for protection of international project based on contract signed supplied the contrack, contrack 1, contrack 2, IRD, Internews, IECS and Jacky Sports companies with 91 AK-47 and ammunitions.

Kabul Compound security transferred to APPF

April 21, 2013 Kabul-Afghanistan

The Afghan Public Protection forces of interior ministry assumed security responsibility of ISAF second BaseĒ Kabul compoundĒ.

In the transition ceremony, Security responsibility of Kabul compound officially handed over to APPF by BG Abdul Wahid Sharifi, Director for Protection of international project and Ahmad Shoaib Sharifi Business Director of APPF.

In his speech General Hall welcomed APPF officials and added:Ē Kabul compound is the second ISAF run base which APPF officially receive its security responsibility, it shows APPFĎs well trained and professional personnel who are capable of providing security for ISAF

facilities  then BG Abdul Wahid Sharifi  expressed happiness and thanked from ISAF cooperation in implementation of Presidential decrees 62 and 45 regarding cancellation of Private security companies and said:Ē we are in very important phase and itís the transition of Kabul compound to APPF, there for we are committed to provide reliable security services for our international partnersĒ.

Also Mr. Ahmad Shoaib Sharifi spoke about importance of security transition from ISAF to APPF and called private security companies cancellation as a great achievements for Afghan government and its people.

Itís to be mentioned that based on security agreement signed by General Patang, minister of interior Affairs of Afghanistan and NATO commander all NATO and US military installation security will be transferred to APPF. Following the mentioned agreements implementations we are witnessing the transition of second ISAF base within the country.

4 new contracts with APPF

20 April 2013 Kabul-Afghanistan

he contracting office of Afghan Public Protection forceĒ APPFĒ signed new security contract with Mashreq Engineering co, Asia Development organization Kabul and Kandahar sites, and Jalalabad based Contract international company. The contracts have been signed after security survey process completion.

The parties reached in agreements based on customers request to protect the projects and develop business in the country.

Also the security contracts of professional Turk, Ghulam Rasul road building co, Meetag construction co Zherai and Kandahar Airport sites, Hewadwal

Group, Salarzoi risk management co and Rahmat Siddiqi feul limited is on

process and agreements will reach with parties in near future.

Itís to be mentioned that APPF provides effective and efficient security service and has gained its clients satisfactions and has saved its name as a reliable security service providing organ.

In order to protect non-governmental projects 96 new guards recruited

17 April 2013 Kabul-Afghanistan

The directorate for protection of none-governmental project of APPF recruited 15 officers and none commissioned officers and 96 protective guards. The recruitment processes started on 2 April and ended on 15 April after recruitment legal process preformed and appropriate training given to them. The guards are assigned in various parts of the country now and protecting economical infrastructures.

BG Sher Hussain Ali Gauhar, director for protection of non-governmental project of APPF in regard to this issue said: we have also registered 95 guards to the database and prepared recruitment suggestion of 5 new officers and NCOs and have delivered it to officials for approval in this course of time.

According to Mr. Ali Gauhar 10 AK-47 were collected and depot from Hamid Omran

Company whose contract is terminated.

He also added that his directorate has assessed the livelihood and protective status of Azizi bank, AIB bank and Bakhtar bank and in order to overcome deficiencies and to improve the issues appropriate guidance were issued.

Danipan Company feels safe by Existence of APPF

 Danipan company official applauds APPF activities for protection of their business and appreciates them.

Mr. Tad Harris security officer of Danipan Company in an interview with our reporter said: based on our assessment APPF personnel are carrying professional educations and perform their duties on given time. He added that with presence of APPF guards we are feeling safe of possibly risk.

Following its previous activities  contracting office of APPF has signed 4 new contracts with Drack baron hotel; Baghlan based Contrack international, Afghan plate group services and new Taher Mohammadi Company within last week.

Also contracts of Asia, Ghulam rassul, Khoja Rawash Project of rural rehabilitation ministry, Mashreq engineering, meetag and Afghanyar has been processed.

According to news, contracting office of APPF has prepared requirement form for Sultan zada, Qais construction, Kamal Khan dam, Kopcke, Afghan business center, DHL, Nats, Salarzoi, Risk management, Meetag Kandar site, Ghulghula group and Khatar Tiger risk companies

Also based on Neda telecommunications, CADG, Azizi Bank, Alfala Bank, Rahmat Siddiqi Fuel, Maiwand bank, eagle international, Milat Networks, Ehsan and onal aseealing group requests official documents has been delivered to perform the security survey for extension of thier contracts.

Itís to be mentioned that APPF as a only reliable security service providing entity with equipped and professional personnel is ready to sign contracts with national and international merchants in order to protect their business.

3934 graduates from APPF training center

In order to train guards APPF has created its own training center so in one hand could rise guardsí knowledge capacity another to provide reliable security service for national and international merchants and to reach its goals.

APPF training center which established after creation of APPF has succeeded to train 3934 guards in 23 training cycle from mobile and statistic teams.

Each training cycle last for 4 weeks where protective personnel of governmental protection, nongovernmental protections, international protection and convoy protection directorates receive trainings.

center director said:Ē in addition of presenting 4 week professional training for guards 2 week training in vehicle techniques and driving is also given so that it could be used in emergency situationsĒ.

According to Mr. Safi the mobile mentor of training center are busy in various part of the country teaching guards including 6 in Herat training center, 2 in Faryab, 2 in Badghis, 2 in Kundoz, 2 in Nengarhar, 2 in Balkh and 3 mentors are stationed in Wardak Province and so far has trained 1848 guards in theoretical, practical, professional and firing light and heavy weapons.

Itís to be mentioned that APPF training center plans to speed up its training center as transition of ISAF camps to APPF is taking place in near future.

Director for Protection of international project visits camp Gamberry

8 April 2013 Kabul-Afghanistan

BG Abdul Wahid Sharifi director for protection of international project of APPF headed a joint delegate and advisors and visit camp Gamberry of Laghman Province.

First Mr. Sharifi attended in a ceremony with camp officials and international advisors and advised the commanders in the ground and answered questions.

Then Mr. Sharifi and his accompanying delegates closely examined the sentry locations of camp Gamberry and guided the officials relating registration of protective personnel.

Itís to be mentioned that ISAF forces stationed in camp Gamberry are protected by APPF who have assumed this responsibility in recent days.

5 New contracts with APPF

Contracting office of APPF based on range of its previous works signed new contract with investment companies in the country.

According to Ahmad Salim Saha contracting manager of APPF his office reached in agreement with Eagle center National, Afghanistan Bureshana, Asia Semic International and contrack international companies.

According to another news requirements form for extension of contracts with Arianna group, Kamal Khan Electricity dam, Afghanyar fuel

corporations, Alfalah bank, Metag, contrack international, Hallo trust and AEAI has been prepared.

Also in order to conduct security surveys official documents has been sent to Road and Roof, central mining service, Zia Ahamazai risk management, Gulbahar center, Afghan insurance, unique builders, Lakshour Taltest,  Etisalat and Afghan telecom companies.

Global Alliance logistic company that receives security services from APPF says APPF is a trusted security organ and has support of Afghan government.

Directorate of business and finance of APPF has signed 235 security contracts with national and international companies, to learn more about transparency of contracting process and recruitment of civilian employees we have arranged an interview with Hashmatullah Latifi director of business and finance of APPF and we would like to draw your attention to it.

Press: APPF is constituent of two related words; first give us brief information about capacity and duties of APPF?

Latifi: as our country men know Afghan Public Protection force and Security enterprise has been created based on presidential decrees 62 and 45 of Islamic republic of Afghanistan as a profit enterprise in interior ministry framework, means it fund its expenses from its revenues. APPF is an enterprise works under security high council which is consists of seven ministries, including the Ministry of finance, economy, mines, energy and water and local administration organ director, all decisions are taken by council which is headed by his Excellency minister of interior.

Press: business and finance directorate constitute a major part of APPF; could you tell us about its specific task?

Latifi: as itís obvious from the name the directorate of finance and business is a major part of APPF and is responsible for logistic and finance tasks and also supply protective divisions in zones logistically, sign contracts and perform payment for all employees. This directorate also sign security contract which constitute major activity of APPF.

Press: tell us about formation and personnel of business and finance directorate?

Latifi: directorate of business and finance is formed of finance and administrative, logistic and business departments who perform their duties based on job descriptions where finance department is responsible of financial issues, logistic department is responsible for logistical and supply issues and business department is responsible for signing contracts with national and international companies.

Press: based on which criteria agreements reach on contract and how many contracts have been signed yet?

Latifi: the criteria and rate is set by high council, any company having eligibility can reach in agreements with APPF. still 235 contracts in security service, 80 contracts with supplying field and more than 40 contracts  with local and international investors has been signed.

Press: as business and finance directorate is an income and consumption organ, how can you assure our citizen from transparency and lack of corruption?

Latifi: I fully assure my countrymen that there is no corruption in this directorate, to prevent corruption we use variety of tools such as soft wares and has appointed auditors to control who reports officials on their control daily.

Press: Some customers have complained about the high rate of contracts what do you say about this?

Latifi: APPF charges 175 dollars per 50 KM from each shipments based on security high council decisions which is much cheaper than PSC who used to charge 280 dollars per 50 KM. APPF guards are in uniform with regular military formation and by creation of separate protective battalion can provide confident security services in any part of the country.

Press: Recruitment of employee takes place based on what criteria?

Latifi: recruitment of employees is based on the independent administrative reform and civil service commission law through open competitions. In first phase the vacant position goes into ads and in second phase most eligible candidates selects by appointed commissioned headed by BG Ghulam Sakhi Rahimi APPF chief of staff and attracts after exam.

Press: what plans do you have on capacity building of employees?

Latifi: to better perform the affairs in an organization, capacity building is must, there for business and finance directorate has planned and decided in this regards and a company paid by NATO is training our employee every day. We are planning to contract with a university to train our employee in variety of fields.

Press: to improve the administrative affairs, what plan do you have in hand?

Latifi: performing duty in responsible manner is goals of each organization, as I said the business and finance directorates has decided to raise employee awareness and try to recruit professional, knowledgeable and experienced employees so that we could reach our goals of serving people and to lead APPF as a newly established organization to reach in improvement and progress.

Press: what is your message for customers who want to sign contract with you?

Latifi: APPF is established based on presidential decrees in interior ministry frame work and is a legitimate alternative of private security companies there for I request from all my countrymen to rely on their police in one hand to deliver generated revenue to national budget in another APPF provides confident security services.

APPF chief meet US Ambassador

1 April 2013 Kabul-Afghanistan

LTG Abdul Jamil Junbesh chief of APPF met Stephan McFarland US ambassador on rule of law and law enforcement in his office.

The purpose of this visit was to improve relations between the parties .APPF chief gave information about APPF activities and achievements and added: ďto better provide security for convoys, APPF has created its protective divisions in most of provinces, while protecting convoys these division have a significant role on security of highwaysĒ.

Mr. Junbesh pointed to importance of

cooperation with international communities, US and NATO forces and said this cooperation can meet our objectives.

Mr. McFarland also thanked APPF chief and promised of cooperation.

Itís to be mentioned that based on mutual agreements with NATO, APPF is about to assume security responsibility of all US and NATO Camps in Afghanistan.

Control of 3 international companies

Director for protection of international project of APPF controlled 3 international companies.

BG Abdul Wahid Sharifi and his accompanying delegates controlled IRD, INTERPART, and ACAPDO companies.

The aim of controlling was to check the security status, military Principe and discipline of protective personnel.

Mr. Sharifi first met the mentioned companies officials and discussed abou improvement of

security where the officials promised of cooperation.

At the end the performance and plan of protective commanders analyzed and appropriate guidance issued for them to pursue thier duties on APPF standard.

New contracts with APPF

27 March 2013 Kabul-Afghanistan

Contracting office of business and finance directorate of APPF reports from signing of 3 new contracts in Herat and Jallalabad Sites.

 The contract signed are following agreements with contrack international, O&M and ZB international transportation company after security survey preformed by operation directorate of APPF.

Also the text and contract requirements of AFGS in Pakteya kot, AECOM SIKA in south

 and contrack international in Mazar-e-sharif is prepared and will be signed in near future.

According to the contracting office, APPF is signing new contracts this year to generate revenue for government treasury.

APPF is committed to implement PD 45 and 62

26 March 2013 Kabul-Afghanistan

LTG Abdul Jamil Junbesh was called in Afghanistan parliament to answer questions of MPís relating implementation of presidential decrees 45 and 62 of Islamic republic of Afghanistan. In answer to question of a MP Mr. Junbesh said:Ē we are committed to implement presidential decrees 45 and 62, besides escorting convoys we have an effective role in securing Kabul-Nengarhar, Kabul-Qandahar high ways and other supply route within the countryĒ.

According to APPF chief out of 53 NATO and US facilities operating in Afghanistan security of 3 bases has been transferred to APPF and remaining transition will take place in near future.

Shikaba Hashimi Afghan MP in her questions pointed to people concern over private security companies connection in smuggling of Narcotics and human trafficking and said PCS have created worrisome to people.

LTG Junbesh responded that before 52 PSC exist, now only 35 PSC are operating with diplomatic mission in Kabul which is working based on Geneva 1961 convention to protect diplomatic environment, we are trying to cancel these companies and transfer their security responsibility to APPF.

Some of MPís expressed concern over existence of corruption in collection of revenues but this claim strongly denied by APPF and called this conspiracy of enemies.

APPF charges 175 USD per 50 KM which is much cheaper than PSC, the revenue generates from these operations goes to government treasury.

APPF chief reiterated to Afghan MP that APPF is working days and nights to implement presidential decrees.

Ahmadyar Group officials calls APPF creation as a initiative

Ahmadyar group official appreciates Afghan public protection force and security enterprise achievements and activities and calls APPF creation timely and good initiatives in ministry of interior framework.

In an interview with our reporter Haji Gharsheen director of Ahmadyar group said: Afghan public protection force is the most reliable security service providing organ and their existence here make us feel secure.

He also thanked APPF for cancellation of private security companies PSCs and wants all PSCs to be cancelled in Afghanistan

At 23rd graduation ceremony in APPF training center 394 attendees of Nengarhar, Balkh and Wardak province protective divisions obtained their completion certificates.

A ceremony held in APPF training center attended by MG Sayed Kamal Sadat operation director, training center commander and foreign Advisors.

The ceremony started with Holy Quran recitations and followed by Col. Abdul Ghafar Hotak APPF training center commander speech where he congratulated the attendees and request from graduates to bring all the reserve they have learned from the course in action He added: The size of pouring sweat in training will prevent bloodshed in action.

Then MG Sayed Kamal Sadat congratulated the attendees and thanked foreign advisors cooperation in this field, he addressed the graduates and said: ďprotect the motherland and be faithful to the oath in presence of God, homeland and people, police is a sacred profession during duty think yourselves  servant of people.

Mr. Sadat also pointed to APPF command and control unit equipments and said:  ďthe command and control unit is equipped with most modern GPS tracking system worth million of Afghanis and facilities is at our disposal for transferring of supply convoys.

Afghan public protection force and security enterprise assumed protection responsibility of 4 contrack international project sites in Kabul.

Contracting office of business and finance directorate of APPF reported the detail of new contracts which stated assuming security responsibility of WazirAkbarKhan Project269, KBO Project, guest house Project 261 and O&M Pul-e-charkhee site.

Also other local and foreigner companies such as UNICCO, Hery Alpha and Tetrick has started initial discussion to sign security 

contracts with APPF, work is on process to reach agreements in near future.

APPF civilian Employees trained in finance and budget

48 civilian employee of business and finance directorate of APPF obtained their completion certificates after receiving one month educational course in quick book, accounting and finance.

The course held based on employee requirement analysis. In a ceremony to commemorate the graduation in APPF HQ started with holy Quran recitations and followed by BG Ghulam Sakhi Rahimi APPF chief of staff speech where he called such course useful for employee growth and added: we are planning to start more courses for the personnel in various sectors to reach our high objectives in short period of time.

At the end completion certificates awarded by General Rahimi chief of Staff, Ahmad Shoaib Sharifi business Director and mentors to the attendees and ceremony ended with prayers to welfare of Afghan people.

DM and APPF chief visited 606 Ansar zone protective divisions

LTG Abdul Jamil Junbesh Deputy Minister and chief of APPF visited Protective divisions in Herat province.

First the APPF chief met Mr. Dawood Shah Saba Herat governor while Mr. Turyalai Adyani 606 Ansar zone commander was accompanying him.

The governor assured about improvement of security and said police has found its unique trust among people.

Mr. Junbesh also talked about convoy security

transition and said: based on presidential decree 45 and 62 of Islamic republic of Afghanistan all private security companies which provide security for supply convoys should be cancelled and APPF should be used as alternative where 11 Protective divisions has been created out of 14 in various provinces yet and by completion of these divisions security of Afghanistan transport high ways would be fully covered.

Then APPF chief and accompanying delegates met BG Rahmatullah Safi Herat provincial police chief and discussed about security issues.

After that chief of APPF visited from 4th border zone protective divisions and Farah road district protective personnel and gave guidance to the personnel relating performance of their duties.

Designation of 3 sites for protective divisions of convoys

Joint delegates of APPF assigned to designate protective battalion HQ locations in Farah, Shendand and Herat Province returned after verifying appropriate locations. The Farah protective division is compromised of 403, shendand 399 and Herat 642 personnel.

The delegates visited Farah and Herat provinces and were compromised of finance and business, support and convoy protection directorates under chairmanship of BG Gul Aqa Rohany convoy security and protection director. They first met Policy deputy of Ansar 606 zone, protective director and protective commanders and discussed about finding ways to extend coordination with parties in the ground.

Later the delegates visited the sites to designate the HQ for protective battalions and identified 3 suitable sites for convoy protection battalions.

Itís to be mentioned that directorate for protection and security of convoys has been created to perform escort duties and provide security for ISAF logistic convoys and national merchants in APPF framework.

SOC PSC weapons collected

Based on Presidential decree 62 and following decree 45 of president of Islamic republic of Afghanistan, APPF collected SOCís Private Security Company weapons.

SOC PSCís contract cancelled with US camp ďSarhadĒ in Reshkhow of 7th district of Kabul city and its weapon collected by joint delegate of APPF, in the result 196 various weapons with ammunitions were collected and transferred to APPF depot.

APPF command and control unit new employee introduction

25 new employee of command and control unit of APPF were introduced and assigned to their duties. In the introduction ceremony MG Sayed Kamal Sadat, BG Ghulam Sakhee Rahimi, Enayatullah Azizi and command and control officials were present.

First MG Sadat congratulated the new employeesí success and said: the new employees should learn necessary and professional knowledge before assuming duties so that they could pursue their duties in exact manner.

Then BG Ghulam Sakhee Rahimi in his speech made the new employees aware of their duties and responsibilities and emphasized that

command and control unit is one of the important parts of APPF, there for discipline should be kept prior.

By reaching agreement with Black and Weej Company Afghan public protection force will provide security for Kajaky dam.

According to Ahmad Shoaib Sharifi business director of APPF security agreement has been signed by APPF with black and Weej Company who is responsible for construction of Kajaky dam of Helmand province.

Mr. Sharifi Added: the contract worth is 79 Million Afghani and 200 guard of APPF will be responsible for protecting it.

LTG Abdul Jamil Junbesh Deputy Minister and chief of APPF met Mr. Karl Ake Roghe European Police Director in his office today.

First the parties discussed about duties, activities and achievements of APPF and Mr. Karl called recent APPF activities as a big achievement for Afghan people and government.

In his speech LTG Junbesh assured that APPFís equipped and educated military and civilian personnel who are carrying bachelor and higher educationís are ready to provide standard and confident service to national and international investors.

LTG Junbesh also pointed to convoys escort duty and said: although there are some problems in logistic convoysí transformations

but APPF has the detection capability of enemies plot, he added that we have a big objective of serving Afghan people and have received numerous successes in this field.

Office of contracting of APPF following its activities in year 2012-2013 has signed236 security contracts with various private investment companies compromised of national and international within the country.

Mr. Salim Saha head of contracting of APPF in an interview said:

Office of contracting of APPF since its establishment has signed 236 security contract with various entities which is in following range

20 contracts with governmental projects, 81 with international projects and 113 with national merchants and 22 with ISAF convoy transformations.

Mr. Saha added that in order to sign security

contract with APPF the customers have to bring their proposals to APPF and security survey would be conducted after understanding the need APPF would officially assume security responsibility of the sites.

Creation of convoy protection division in Herat

By creation of convoy protection division in west zone APPF would receive protection responsibility of convoys in the west.

This division would serve as alternative of PSCís and would soon take security responsibility of all ISAF and private sectors logistic convoys.

The aim for creation of this division is the implementation of PD 62 of Islamic republic of Afghanistan about abolishing PSC and transferring their responsibility to APPF.The police official of public protection force in Herat province has said that they have enough

weapons and equipments and can provide better security to Kandahar-Herat high ways and can escort convoys in best possible way.

In an interview Abdul Hamid Azizi director of public protection police of 606 Ansar zone said: we are giving assurance to the people that we can work better than PSCís and can provide better security in the high ways.

By creation of this division all PSCís who were responsible for convoy protection and were accused of insecurity and illegal work would be cancelled and their responsibility will be transferred to APPF.This would provide better security for high ways and surrounding areas.

APPF obtained more than one billion profits

Based on report of Finance and budget department, APPF has gained 1104622563 Afghanis Net Profit this year and is ready to transfer it in Islamic republic of Afghanistan treasure.

According to the finance and budget office, APPF has totally gained 3012054249 Afghanis from security contract with PSC and has paid salary 1847190600 Afghanis out of that to 13000 personnel.

Ghulam Ali Quraishee chief of finance and budget of APPF called installation and enabling of Quick books software system for accounting

and measurement of 2013 budgets as a great achievement and escort of logistic convoys and approval of APPF by enterprise high counsel as another success.

He also reported from opening of four new bank account in Afghan kam and Maiwand bank (USD and Afghani accounts) where 2 accounts would be used for collection of revenues from contracts and the remaining would be used for issuance of salaries for staff in rural areas.

100 Guards graduated from Badghis training center

Recently Directorate for protection of International Project of APPF registered and did biometric checkups on tens of guards in Bala hesar and camp Julian after APPF reached in agreement with NATO officials to transfer security responsibility of ISAF run bases to APPF.

According to BG Abdul Wahid Sharifi Director for Protection of International Project, a joint delegate combined of personnel department, logistics, IT and operation directorate of APPF visited camp Julian and Bala hesar in order to perform registration and biometric checkups where more than 90 guards were registered.

Business and Finance Directorate of APPF signed Security Contract with two commercial companies.

The contract department of Business and Finance Directorate signed the contract where APPF would provide 150 Protection guards to AFGS Bagram Site and 11 Protection Guards for Green Village Company.

These contracts were proposed by the customers for their projects and facilities protections.

Deputy Minister of APPF met NATO training Mission Deputy Commander

LT General Abdul Jamil Junbesh Deputy Minister of Afghan Public Protection force and Security Enterprise met General Wins Deputy commander of NATO training mission in Afghanistan yesterday in his office.

The aim of the meeting was to solve problems relating ISAF Logistic convoys where Deputy Minister of APPF assured the NATO delegates of APPF experience and readiness in Protection of convoys and escort duties.

Mr. Junbesh said APPF is fully prepared to perform escort duty of ISAF logistic supplying convoys.

Deputy Minister of APPF also thanked cooperation of NATO with APPF and asked further cooperation to develop APPF where General Wins agreed.

General Wins mentioned about achievements of APPF and said that yet none of Afghan Government organ had rapid achievements like APPF in least time.

Collection of Arms from Task Force Private Security Company

14 February 2013 Ghazni-Afghanistan

Delegate of Six individuals under head of Plan and operation department of convoy Protection directorate of APPF entered Ghazni province in order to perform transition process from Task Force Company to APPF.

In a ceremony held to perform the transition the Deputy Governor of Ghazni Province said:

APPF is a clear and effective alternative of Private Security companies and has complete support of Afghan government and international communities.

Then the delegates collected 108 various weapons and ammunitions from Task Force Company and submit it to convoy Protection Division of Ghazni before the officials.

The collected weapons are compromised of 93 AK47, 15 PMK, 1500 AK47 Bullet, and 200 AK 47 Magazine.

Also 124 guards of Task Force Company were test of narcotic and biometric checkups were preformed.

Another Step to become Professional

219 attendees of 22nd term course of APPF training center obtained their graduation certificates.

 A ceremony held in APPF training center and started with recitation of Holy Quran and Colonel Abdul Ghafar Hotak Speech.

Then MG Sayed Kamal Sadat operation Director of APPF spoke and made the attendees aware of their responsibility.

Mr. Sadat said that we have the ability to protect the convoys and perform the escort duty across the country, recently supreme company want to sign security contract with APPF which shows confidence and professionalism.

Mr. Sadat said operation Directorate of APPF works in Protection of Convoys, Protection of International Projects, governmental and

nongovernmental Projects also training center is called one of its achievements.

APPF is ready to Provide Security Service in all over Afghanistan

Lieutenant General Abdul Jamil Junbesh Deputy Minister of Afghan Public Protection force and Security Enterprise regarding APPF recent achievements in a press conference with reporters said, Afghan Public Protection and Security Enterprise has been created base on Presidential decree 62 to dissolve Private Security companies and work as alternative and yet has achieved considerable achievements in four following fields as.

Governmental Projects, Nongovernmental Projects, International Projects and Escort duties of Convoys

According to Mr. Junbesh still 35 Private Security companies exist in Afghanistan which Provide Security for Diplomatic mission and ISAF camps across the country, their responsibility would turn to APPF based on timeline.

Mr. Junbesh added out of Total 12 Escort Private Security companies 5 of them have

been cancelled and their responsibilities have turned to APPF.

33 Rifle collected from Blue eagle Company

Following disarmament of Private Security companies on 12 February 33 AK-47 and 24 Motorola Radio were collected from blue eagle company and turned to APPF.

According to information of the registration department of APPF blue eagle company who had Diplomatic Security contract in Urgoon District of Paktika Province and is expired now submitted their weapons before the delegates to APPF.

Afghan Public Protection force and Security Enterprise is created to disarm irresponsible Private Security companies and serve as

Afghan Public Protection force and security enterprise signed contract of insurance with Afghan Insurance Company to provide better Security and observe personnel rights and privilege.

Participation of 268 volunteer in free competition

HR department of APPF toke entry test of employment from 268 volunteer candidates, the test were taken before APPF officials.

In this employment test BG Ghulam Sakhee Rahimi APPF chief of Staff said that this test is taking place before APPF high ranking official which indicates transparency, Eligible candidates would be selected in their wishful posts after passing the entry test.

Then MG Sayed Kamal Sadat operation Director of APPF mentioned duties and responsibility of command and control unit and said, the command and control unit of APPF is established to provide security for logistic supply convoys and is equipped with modern technology and radio equipments.

Also Mr. Hashmatullah Latifi Finance and business director and other Directors of APPF were present to better control the test environment.

Ajmal KhairKhowa one of the entrťe test participant called the test manner satisfactory and said that the test was fully transparent.

5 delegates of APPF visited Kajaky District of Helmand Province

5 delegates of APPF visited Kajaky district of Helmand Province returned back after controlling the guards, contracts preparation and personnel biometric of Black and Weech Company.

Based on guidance of office of DM the delegates entered in the district on 27 January and met the company official and discussed about Number of Personnel, number of Posts, Number and type of weapons, Number of vehicles.

 After hearing the suggestion and problems of the personnel the delegates report APPF HQ about the issues.

The delegates also controlled 13 Posts and did registrations and biometric check on 45 new guards.

25 employee of APPF graduated from 3 days workshop

Three days legal awareness workshop that started in APPF HQ by legal department finished with distribution of certificate by MG Sayed Kamal Sadat operation director, BG Ghulam Sakhee Rahimi chief of Staff and Hashmatullah Latifi finance and business director.

In this ceremony Mr. Rahimi appreciated the legal department steps about the workshop and said, launching any seminar has effective value, especially legal issues which covers all aspect of our life, he said understanding of constitution and other law is necessary to everyone because constitution is national identity.

Mr. Rahimi asked the participant to use their scientific reserve learned in the work shop in daily affairs and spend maximum efforts to serve the country loyalty and integrity without hesitation.

In the workshop 25 staff of APPF compromised of military and civilian attended and ended with graduation certificate issuance.

New security contracts with APPF

Contract office of business and finance directorate of APPF has signed new security contract with some companies during the week.

According to Mr. Ahmad Salim saha head of contracting office of APPF the new contracts are signed with pro builders Construction Company, state corps, Helmand Logistic Company, Shah Alkozay Company, AFGS co, Khaibar fuel, Rahmat Sadat, Gullahm Rassoul and IESC.

Mr. Saha Added, during the week adjustment occurred in some contracts of APPF with companies whose contract was due to expire.

Itís to be said that APPF has contracted with tens of national and international companies

since its creation and managed to increase national capital.

Also it is to be mentioned that APPF is the safest security providing entity for all local and foreigner facilities and investments with equipped and professional personnel ready to serve across the country.

IRD International calls APPF service Standard

IRD International organization calls APPF security service standard and equal to world measures.

Allen Mores IRD international deputy said, itís about 9 months that we have singed security contract with APPF and yet we havenít faced any problem or security threats, he calls APPF security services satisfying which reflect the abilities of APPF.

IRD international has branches in Kabul, Kandahar and Pakteya provinces and 126 Guards of APPF provides them security services.

Previously IRD used Global private security company services and currently APPF provides services as a reliable and confident entity.

Better plan to provide better security for Aynak copper mine

To better protect Aynak copper Mine of Logar Province MG Sayed Kamal sadat operaton director of APPF met Engineer Abdul Aziz Areeb project director of Mining and industries ministry.

In this meeting the parties agreed regarding future plans of security of Aynak Mine and emphasized on mutual cooperation.

MG Sadat gave information regarding protection preparation of Aynak copper mine and said APPF has equipped its protection regiment with modern weaponries and would exert to provide better security for extraction of mine.

3 days work shop to increase employee legal knowledge

Three days work shop started in APPF HQ to increase the employee knowledge by legal department.

In opening ceremony MG Sayed Kamal Sadat operation director of APPF thanked legal department initiatives and talked regarding public right and its welfare and emphasized in continuance of such workshops. He added, until we donít understand our right and duties before the society and government we canít defend ourselves. Understanding of legal issue is necessary in every field especially in governmental administrations.

Mr. Sadat called on attendees to take

advantage of opportunities and increase knowledge through such effective workshops which results awareness promotions.

Control of Qaisar-Almar Protection brigade

BG Habib Khan Kochay Director for protection of governmental project of APPF and Engineer Najibullah Ozhen minister of public welfare of Islamic republic of Afghanistan visited Qaisar-almar protection brigade of Badghis province.

First Mr. Kochay checked the performance of protective brigade who provides protection for engineers in the field and then received their suggestions and promised to cooperate and guided them relating their duties.

Qaisar-almar protection brigade is created to provide security for circle road in Badghis province and has 1400 professional guards who provide security in this project.

Itís to be said in order to equip and professionalize the personnel recently 100 guards graduated from Provincial police department and to increase personnel knowledge 200 guards sent to Herat and 100 to Badghis training centers.

APPF to take security responsibility of NATO Establishments

A ceremony held by Hashmatullah Latifi general director of Finance and business of APPF with ISAF camps Advisors.

In the ceremony security transition of ISAF camps to APPF were discussed.

Also parties discussed regarding transition of 23 NATO sites, in the result decisions made to transform security responsibility of Bala Esar of Kabul city site which is currently protected by private security company name ďRaidĒ it would be transferred in March 20 this year. The other remaining sites will be transferred in the course of time.

Mr. Latifi said we have necessary preparation,

before the date of transition a team will be send to arrange transition requirements including, Biometric, weapons registrations, guards training and transmission. The process will start based on plan which is counted a great achievement for Afghan government.

Itís to be mentioned that based on agreement signed with Afghan-NATO officials the security responsibility of all NATO military camps surrounding would be transferred to APPF.

APPF command and control personnel received training

APPF command and control center tested 10 officers of ISAF convoy protection brigades after they received 3 days training.

The officers were professionally trained by skilled foreign mentors in safe supplying of convoys and will be appointed to their duties after the test.

Warner Zanberq the center attack and information manager said

The officers to be familiar with modern and advanced combat tactics were trained professionally in protection of convoys.

He added: this is the first group of convoy protection division receiving training in

command and control center and in near future all the personnel will receive short term trainings.

Itís to be mentioned that APPF has recently signed one year contract with Task Force Company where the company would provide technical services in planning, capacity buildings and would cooperate in modernization of  APPF HQ command and control unit and 10 provinces centers.

Qaisar-Alman Protection brigade personnel obtained their completion certificates

Around 100 personnel of Qaisar-Alman Protection brigade obtained their completion certificates from Badghis police HQ training center.

A ceremony held to commemorate the attendeesí graduations where the certificates were issued to them by training center mentors.

Operation director meet governmental project commanders

A meeting held under chairmanship of MG Said Kamal Sadat general Operation director of APPF with governmental projects commanders where BG Ghulam Sakhee Rahimi and BG Habib Khan Kochay director of Governmental project were present.

The session which took a place in APPF HQ first Mr. Sadat talked regarding divisions duty and requested from the commanders to perform their duties seriously and entrusted a task to the head of government projects to continue its sites controlling.

Mr. Sadat said discipline of guards should be seriously considered and work plan of Divisions must be regular and honesty should be considered in the affairs.

Weapons collected from 606 Ansar Police zone areas

A joint delegate headed by BG Habib Khan Kochay Director for Protection of Governmental projects of APPF visited 606 Ansar Police zone areas in order to implement presidential decree 45 and disarm illegal private companies returned after collection of some weapons.

First the delegates and 606 Ansar Police zone officials met Herat governor Mr. Dawood Shah Saba and discussed about future planning  of APPF  606 Ansar Police zone

Mr. Saba appreciated APPF plan and expressed his support and said

The issue of disarmament of irresponsible groups who carries and posses weapons illegally were discussed in the military council of province, in the result the controlling team would receive guidance to start collection of illegal arms soon and turn them to 606 Ansar

Protective Department.

He added that collection of illegal arms would help peace loving, poewe martyr people of Herat to continue their daily living without worries.

In a meeting with 606 Ansar zone official Mr. Kochay discussed regarding presidential decrees and disarmament of illegal armed groups and companies in the result 18 different weapons were collected from private security companies and turned to Protective department of 606 Ansar police zone.

APPF Delegates visit Kundoz, Takhar and Badakhshan Provinces

In order to implement the presidential decrees 45 and 62 of Islamic republic of Afghanistan about disarming of irresponsible armed groups BG Abdul Wahed Sharifi Director for Protection of international project of APPF headed a delegate of three person and visited Kunduz, Takhar and badakhsahan Provinces.

First the delegates met with Kunduz provincial governor and police commander and attended in a ceremony in Police HQ with 30 private security companiesí owners and collected 45 different types of weapons from companies and they were informed to come in protective directorate for security survey conclusion.

Then the delegates entered to Takhar and Badakhshan provinces and met provincial official

And found out that only UNAMA uses private protection guards for their security.

Discussion took a place with officials to take lawful steps regarding their weapons.

22nd period attendees of training center obtained their completion Certificates

About 224 guards of APPF received their completion certificates after receiving 4 weeks professional training in APPF training center.

In a ceremony to commemorate their graduation started by recitation of Holy Quran and followed by LT COL. Abdul Rawoof  Hashimy APPF training center commander where he welcomed MG Said Kamal Sadat operational director of APPF and said:

Since establishment of training center in APPF framework it has graduated 3340 Guards and

Currently provides professional training for 235 guards of convoy protection directorate

Where they would be graduating as professional drivers.

Then MG Sadat congratulates the guards and said we are proud that training center conducted 4 weeks professional and theoretical training for you and now we are witnessing

youíre graduations. He said that the personnel are getting more professional day by day and hoping the training received from training center could be used best in the field which is protection governmental projects, nongovernmental projects and convoysí protection.

5 member of APPF visited Pamir 303 zone areas

A delegation of 5 individuals headed by BG Sher Hussein Ali Gauhar Director for protection of nongovernmental project of APPF visited Northern provinces in aim of disarming unauthorized companies and irresponsible peoples.

Based on BG Ali Gauhar saying the delegates first visited the Samwan construction company which has contract of building Balkh -Dara-e-souf District road. The mentioned company has employed 85 Private protective guards possessing weapons and provides security for 5 sites including its HQ in Mazar-e-Sharif. The company was controlled and delegates found out that their weapons were not matching APPF Sent forms, in the result the delegates registered their personnel names and weapons in a separate forms and the company official agreed to employ guard based on presidential decree 45 and MoI initiatives from APPF. Also

the delegates agreed with 303 Police zone and Balkh officials to collect the company arm until they sign contract with APPF.

He also said that talk went underway with Engineer Shekib Public welfare ministry representative where he agreed to recruit protection guards from APPF for their projects.

Then the delegates controlled 46 other sites where irresponsible armed people found without working with companies, they had illegal activities. The issue shared with Balkh governor, 303 Police zone commander and province protective directorate, consequently the Balkh governor told the people to join in the APPF framework.

It is to be mentioned that in result of the delegatesí findings no companies had any activity against presidential decree 45 and 62. Finally the protective directorate of 303 police zone was ordered to make contracts with companies and individuals having more than five weapons in their possession. The issues were shared with Mazar-e-sharif public through mass media.

New contract signed to provide better security

Department  of contracts of Finance and business Directorate of APPF singed 4 new contracts with Aljazeera TV, Afghan Energy and electricity Company and Jacky rule of Law Company.

Also New contracts with counterpart is under process and text of security contract with Punjab national bank, mining investment company, Afghan flight and group service and Tetratick company is prepared and adjustment in contract of Ehsan construction company has been occurred.

Also need form of black and weech, Kajaky site, sterling pilligrims and Irakson IB is prepared.

Itís to be said in order to do the security surveys check of Khalij Hall, Mastrologist and ICC international cooperation is requested from operation Directorate.

Operation director meet nongovernmental project representatives

A ceremony held under chairmanship of MG Sayed Kamal Sadat operation Director of APPF with representative of nongovernmental projects where BG sherAli Gauhar Head of nongovernmental project of APPF was present.

The aim of the meeting was to reach the problems caused by civilian directors of projects against APPF divisionsí detachments.

While representative of Project were present Mr. Sadat said: our protective personnel has specific job descriptions and is not like private security companies without discipline, based on merit and competence they are arranged in protection of your projects. Let them to perform their routine by themselves, in case of gaps and deficiencies of the protective personnel you can come to APPF HQ to solve risen issues.

At the end of the meeting the representative expressed their problems and suggestions and officials promised to solve the issues in near future.

Second period graduation of Ranger Division in Kandahar

Attendees of second term of ranger police division of APPF graduated after receiving 6 weeks training from Maiwand 404 Police zone training center.

A ceremony held in training center started by BG Nasrullah Zarifi commander of Kandahar training center speech where he congratulate the attendees and added: since establishment of this training center in 2003 with capacity of training 450 person at one time it has graduated 30233 police personnel in multiple period in various fields such as, security, public order, border and public protection and has submitted them to the society.

We are witnessing graduation of 95 attendees of APPF convoy protection directorate now who have received 6 weeks educations by skilled internal mentors and obtained their certificates.

BG Gul Aqa Rohany Director for Protection of convoys of APPF thanked the training center senior leaders and mentors hardworking and added this is the second period graduation of ranger police of APPF received professional training and joined the society.

The ceremony ended with distribution of

certificates by Director for protection of convoys of APPF and training center senior leaders.

Itís to be mentioned that yet Maiwand 404 training center has graduated 188 soldiers in two periods in protection of convoysí field they are currently serving with APPF convoy protection directorate.

Creation of ranger division in Kandahar

Kandahar governor officially opened the ranger division in APPF convoyís protection directorate framework.

In a ceremony regarding opening of this division in its HQ, governor, assistant and caretaker of provincial council, head of Maiwand 404 Police zone, elders, officers, NCOs and soldiers were present.

Mr. Toryalai Weesa Kandahar Province governor called creation of such division as a positive step toward providing security in Kandahar and added that creation of this division happens at the time when international forces are due to leave the country .this division can play a key role in transferring and protecting of ISAF and national merchants goods and can be good alternative of Private security companies. He said after this private security companies who had responsibilities of protecting convoys would be disarmed and arranged in APPF frame work.

protection of APPF informed the audience about ranger division duties and added that the officers, NCOs, and soldiers of this division are your sons and are at your service. We are hoping that we receive your cooperation in protection of convoys so that we could perform our duties in best way.

According to other news in order to implement the presidential decree 45 of Islamic republic of Afghanistan 26 various weapons were collected from 4 private convoy protection companies from district 7 of Kandahar city and handed over to the province protection directorate.

Return of Delegations from Nengarhar Province

Joint delegates visited Nengarhar province to implement the presidential decree 45 of Islamic republic of Afghanistan regarding cancellation of private security companies returned back after assessments of private securing companiesí license.

The delegates were compromised of APPF officers, 101 Asmayee Police and 202 Shamshad Police zone officers under chairmanship of LT. Col Abdullah Protective director of 101 Asmayee zone police.

The joint delegates first met with BG Abdullah Estanekzai provincial Police chief, LT Col Zekria Province protective director and discussed about disarming of Private security companies. In order to check the facilities and security of organizations and projects they visited UN sites, UNHCR warehouses, guest houses and province university, Bureshna and communications directorates, hospital and public health directorates, legal and appeal court directorates, National radio TV and rural rehabilitations directorates, information and culture directorate, hajj ,Islamic affairs and

anti corruption directorates, Afghanistan bank directorates, human rights and women affairs directorates, SpinGhar Hotel and teachers training , military court directorates security status were assessed  and the security status of Iran , India, Pakistan consulate were also checked.

At the same time arm license of Ali negar and Alkozay construction companies and Guard force International Company were checked.

Two illegal companies disarmed

14 January 2014 Kabul-Afghanistan

Four delegates of APPF visited Gardez city of Pakteya province last week and in coordination with 505 Spinghar Police zone disarmed two illegal private security companies and handed over their weapons to the province protection department.

The two disarmed company had activity under the name of Sher Ali zada and Shamshad were providing security for NATO and ISAF logistic convoys. Two RPG, Two PMK, Two AK47 and some ammunition were confiscated from them and handed over to Pakteya Province protection department.

Also Shamshad company owner which made various excuses for refusal to hand over 18 weapons detained and handed over to Pakteya police department.

It must be said that, since the issue of

presidential decree 62 about dissolving of private security companies 57 illegal private security companies and 16 expired license companies were dissolved and this process continues apace.

To implement the president decree number 62 and 45 of Islamic republic of Afghanistan about dissolving private security companies and merging their responsibilities to APPF and in order to regulate the effectiveness of organization office of policy has arranged necessary policies and procedures.

With consideration of job perseverance line have prepared transition policy and APPF policy which is approved by officials. Transition of private security company registrations procedure, collection and managing of weapons, employment of staff, organizational and financial competence, 

and danger detection companies (RMC), civilian employments affair, inherent issues of security Guards of APPF is also arranged.

Mr. Ayar Noted that the procedure of convoy policy, supply, logistic affairs, guards employee and officers insurances, procedure of addressing customers complaint, re issuing of lost ID cards, employment of internal and external advisors and reserve Division of APPF is prepared and sent to MoI and high council of security enterprise for approvals and also policy of polity, competence and creation of APPF Department zone are under work.

He added that office of Policy has taken steps in arranging, preparing monthly, quarterly, every six months, annually and every two years reports of APPF.

After collection and arranging of reports it would be delivered to officials.

APPF DM Meet Governmental and nongovernmental Project commanders

First the governmental and nongovernmental project commanders offered their suggestions and opinions regarding their affairs improvement then LT Gen. Legal office and its current year achievements

Following the implementation of Presidential Decree 62 and 45 of Islamic republic of Afghanistan about dissolving of private security companies and merging them to APPF Legal office gained considerable achievements In line with the legal review of the security services contract text, organized procedures and other relevant achievements.

In an interview Mr. AbdulGhafar Batour Head Legal office said current year APPF legal Text of Security services contracts with local and foreign banks, Logistics and transportation companies, communication companies and other internal and external projects were reviewed and accordance with law reforms added.

He added based on efforts of Legal office and international and National customers repeated requests regarding officers personnel insurance who get injured or die during service were thoroughly discussed and decision regarding payment to  their survivors made, the issue will

be announced, based on procurement law it would be transferred to Afghan insurance company for signing the contract.

Legal review of procedures inherent security guards, Department of Danger companies, mobile team (escort) civil employment of APPF, Creation of reserve Guard Division and APPF zone Departments are another activity of Legal office during the year.

Creation of Protection Division in Ghazni Province

Following the implementation presidential decree 45 of Islamic republic of Afghanistan regarding dissolving private security companies and merging them to APPF, 500 personnel of OTM Private Security Company adjusted in APPF frame work.

Ghazni Governor MusaKhan Akbarzada who was checking the registrations, biometric and medical checkup process said that taking any steps regarding rule making activity of ANSF has positive impact on security. Then BG Rohany Director for protection of convoys of APPF counted integration process of Private Security Company to APPF valuable and said that creation of this division with 500 Personnel in Ghazni has an important role in transferring NATO, ISAF and National Merchants goods to surrounding provinces.

DM meets governmental and nongovernmental project protection commanders

LT Gen Abdul Jamil Junbesh Head of APPF met some of governmental and nongovernmental project protection commanders in his office.

In the meeting General Junbesh expressed his satisfactions from the commanders and said you have hard and heavy task about protection of public property, only pledge to Allah, sprit of patriotism can lead  to achieve this goal of providing security and protection of private and public properties.

Mr. Junbesh Emphasized on training of NCOs , soldiers and said that professional training of personnel would improve our capability and work capacity more and more.

APPF Mentors obtained completion certificates

37 mentors received their graduation certificates from APPF training center after finishing 6 weeks TTC course.

The aim of the course was special training of mentors in constant Guard and escort which lasted 6 weeks.

The attendees showed satisfaction from the course and called it necessary for personnel capacity building in teaching field.

Based on another report 26 constant Guard received their completion certificate from 4

weeks training in Balkh training company by APPF mobile mentors.

APPF training center launched 21st course training of personnel

1/1/2013 Kabul Afghanistan

APPF training center commandant reported the starts of 21st period course training of personnel. This course includes 460 attendees, 255 guards and 235 convoy security personnel, the course started based on determined plan, program and would deliver variety of professional trainings to attendees in a one month last course.

It is to be mentioned that APPF training center has yet graduated 20 courses where around

3059 person attended and reports to conduct more training and workshops to increment the attendees knowledge in near future.
