Last edition of APPF first year Monthly magazine published

The Afghan public protection force monthly magazine first edition printed in 2013 containing scientific, cultural and research content in aim of enhancing the information of personnel and publics relating APPF’s activity in various parts of Afghanistan

with high quality and continuous by now, it is the only printed magazine in APPF containing scientific, cultural, news, reports and other activities of Afghan public protection force.

The magazine is reflecting APPF’s activities from accurate source of information and prints the scientific and research articles relating the sacred profession of

police that serves as guide for capacity building of personnel.

It’s to be mentioned that department of media

and publishing of APPF besides printing of monthly magazine broadcasts the news and reports of APPF in its website likewise.

Control of Kabul Compound Protective division

20 April 2014 Kabul-Afghanistan

Brigadier General LalAqa Hashimi Director for protection of international project of deputy ministry of Afghan public protection force controlled the protective division of Kabul compound.

In his visit Mr. Hashimi controlled the operative and arm status and the manner protective guards perform their duties, he delivered appropriate guidance for betterment of affairs and urged them to fulfill their task accordingly.

Mr.Hashimi also praised performance of the protective personnel and awarded

them with appreciation letters.

It’s to be mentioned that Kabul compound security transitioned to APPF last year and 194 protective personnel are responsible for its security.

Graduates obtained completion certificates

April 13, 2014 Kabul-Afghanistan

In 32nd graduation round of Afghan public protection force training center 136 guards obtained their certificates after completing a month long course.

The ceremony started with recitation of holy Quran and followed by Colonel Mohammad Nawaz Safi speech, first he congratulate the graduates and urged them to fulfill their duties in lights of law and safe guard the public properties like their own, he pointed about new duties of graduates they are responsible for protection and urged them to use their gains in the ground. Later Colonel Abdul Ghafar Hotak he training center commander

delivered his speech and welcomed the participants; he said the training center established accordance to the

presidential decree 62 in order to enhance the education of APPF guards and has trained more than 5832 people by now.

He addressed the graduates and said:” you have a big responsibility in advance, protect the people’s properties like your own”.

At the end of ceremony the completion certificates presented to graduates by Col. Mohammad Nawaz Safi Director of education, training center commander and mentors to graduates, the ceremony concluded with prayers to the welfare of Afghans.

Salma Dam project is safe from security perspective

7 April 2014 Kabul-Afghanistan

The Salma Water Dam project locates in Chesht-e- Sharif district of Herat province neighboring Ghore and Badghis provinces. The construction process continues by an Indian company and Afghan public protection force is responsible for its security.

The Salma Dam will be built in 170 Km north east of Herat province with capacity of 42 megawatt electricity, it will bring electricity for people of Herat and neighboring provinces. The total cost for building it has been estimated around one hundred and eighty million USD and Afghan government with cooperation of India has pledge to fund it.

The security service by APPF personnel continues with no challenges, the Indian Engineers

continuous their activity in fair environment.

According to colonel Azizurahman the protective commander of the named project the Indian citizen working in Salma dam are satisfied with APPF personnel

Still 80 % work in the project has been completed and by end of 2014 it will be completed fully and will turn to Afghan government for utilization.

APPF is currently providing security services for major welfare projects across the country such as Aynak copper project, Gas pipeline project, Kamal Khan dam, railways, Amo river project, Mucholgho, Qaisarulaman ring road and dozens of other major projects.

Interior Minster Praised Training center Athletes performance

29 March, 2014 Kabul- Afghanistan

His excellency Mohammad Omer Dawoodzai the minister of interior of Islamic republic of Afghanistan award an appreciation letter to colonel Abdul Ghafar Hotak the APPF training center commander and praised his tirless effort over conducting of sport events.

In final round of boxing tournatment held in 3 TV studio attended by athletes  of ANP special operation division , MoI athletes association the APPF training center athletes successfully saved second and 3rd positions.

Also in recent boxing tournament held between ten province athletes, the APPF sportment defeat his rivals and reach to final

round.

Control over Naghlu Dam protection division

24 March 2014 Kabul-Afghanistan

Brigadier General Lala Aqa Hashimi Director for protection of international project of Deputy ministry of Afghan public protection force led a delegate and controlled the protective division responsible for protection of Naghlu Dam

Mr. Hashimi and accompanying delegates first observed the operative, arm and location of security posts and present appropriate guidelines for officers in betterment of the affairs.

At the same time the Russian company who has responsibility of Naghlu Dam construction project expressed satisfactions from APPF .

It worth mentioning that deputy ministry of Afghan public protection force is compromised of skilled and professional personnel who are serving days and nights to safeguard the public capitals.

Graduations of 177 guards from APPF training center

17 March, 2014 Kabul-Afghanistan

In the 31st graduations round of Afghan public protection force and security enterprise 177 mentees obtained their completion certificates.

A ceremony held in training center conference hall first relating that where Colonel Abdul Ghafaf Hotak the training center comander welcomed the attendees and congratulated the graduates and request from them to use their knowledge gained in the field.Following that Brig. Gen Lal Aqa Hashemi the director for protection of international project of APPF thanked from training center officials for their

tireless efforts in educating of personnel and

called educations as an urgent requirement in military frameworks.

Mr. Hashemi also request from the graduates to perform their duties accordance to the law and protect the public capital.

It’s to be said that since creation of APPF training center more than 5600 mentees obtained training in APPF training center.

8th march women international day commemorated in the Afghan public protection force training center conference hall.

The cermony start with recitation of holy Quran and followed by Brig Gen Lal Aqa Hashimi Director for protection of international project of APPF Speech. Mr. Hashimi addressed the audience about value of women right in Muslim world and pointed about 8th march history, he also congratulate this glorious day for all Afghan women affairs .

was present and read minister of women affairs message where she urged all Afghan women to take part in upcoming election.

At the end of ceremony few women declaimed their poem in description of women, the session concluded with distribution of gifts for participants.

Meeting held over disbandment of APPF

8 March, 2014- Kabul – Afghanistan

Minister of interior of Islamic republic of Afghanistan chaired enterprise security council to discuss disbandment of APPF and alternative ways to provide security for convoys and foreign installations.

Mr. dawoodzai the interior minister thanked from APPF personnel who Endeavored in protection of public capital and said the decision of cabinet council will run to disband the security enterprise and transfer its authority to deputy ministry of public protection until finding an alternative approach the services should be continued.

In the meeting decision made to transfer some portion of security enterprise responsibility to ANP

Also discussion underwent relating the security of convoys that constitute other duty of security enterprise, the enterprise Security Council requested from finance and interior ministry to find alternative mechanism to carry this duty and report the enterprise security council in upcoming meeting.

Also the enterprise Security Council made decision and assigned task to MoI to work with other agencies and find alternative approach. The council request from public protection deputy ministry to continue its services till finding appropriate solution.

The minister of interior also thanked the Lotfa agency cooperation in issuing salaries of employee and said new Principe should be found to implement the MoI leadership priorities.

Edinburg Company hailed APPF’s performances

The Edinburg Company hailed the performances of Afghan public protection force and security enterprise in their work areas and honored Brigadier General Lal Aqa Hashimi the director for protection of international project of APPF with appreciation letter.

Mr. Stevens the general manager and Mart king the deputy general manger of the company indicates their satisfactions from Brigadier General Hashimi’s work and appreciated his services in a ceremony held in APPF HQ.

In the eve of the ceremony Brigadier General Hashim thanked the Edinburg officials and promised to perform his duty in light of law without any hesitations.

The Edinburg Company signed security contract with APPF two years ago and since then they receives services from APPF. Due to good work of APPF personnel all Edinburg’s official indicates their support and satisfaction from them.

APPF Training center athletes saved 2nd position in Kabaddi games

2 March 2014 Kabul-Afghanistan

The Afghan public protection force and security enterprise training center sports team got the second position in Kabbadi game held by national Olympic committee.

According to Attiullah Naseery the sports coordinator of APPF’s training center 10 team from national Olympic committee of Afghanistan attended in this tournament.

Also The APPF athletes shined well in boxing and Muai Thai games before and saved 2nd and 3rd position in boxing and 2nd position in Muai Thai games.

It worth mentioning that APPF training center provides its guards with sports opportunities besides delivering professional military training.

APPF Guards arrest ten armed militant in Ghazni province

25 February 2014 Kabul-Afghanistan

The Convoys security officials of Afghan public protection force and security enterprise reports arrests of ten armed militant while tight security was taken in the eve of Ghazni’s introduction as Islamic civilization capital.

The officials said 7 militants were arrested in Khoshak Vicinity of Ghazni province while the introduction ceremony of Ghazni as Islamic civilization capital continued, the armed militants were taken to provincial police for further investigations who aimed to destabilize the province, at the same time the APPF personnel arrest 3 other armed militants who were planting road side bomb in Niazy area of Spandy district of Ghanzi province, the

detainees turned to NDS officials for further investigations.

It worth mentioning that APPF personnel beside securing the supplying convoys and providing security for investment agencies in the country plays an important role in highways security in cooperation of other security organs.

Convoy security commander visits south west protective divisions

23 February 2014 Herat -Afghanistan

Brigadier General Juma Gul Hemat the convoy security commander of Afghan public protection force and security enterprise and accompanying delegates controlled the operative status of south west provinces.

In this tour the delegates controlled the operative status of APPF based divisions in Shendand, Farah road and Torghondi sites and listened to personnel concerns and pledge to solve any issues on time.

The convoy security commander also met with Herat provincial police commander Maj.Gen Samiullah Qatra where they discussed about ongoing APPF’s activities, the provincial police praised the APPF activities and promised of cooperation.

The convoy security commander also observed the new established parking lot built for supplying convoys commuting in route number 1.

In this tour the convoy’s security commander introduced Colonel Abdul Razaq Samad as new protective director of Herat province and Major Shah Mirza as new chief of staff.

Collection of 123 weapons from Global PSC

16 February 2014 Kabul-Afghanistan

Following the Misconduct of Global private security company a joint delegate heads by Maj. General Sayed Akbarshah Tabish the Director for protection of nongovernmental projects of Afghan public protection force and security enterprise stopped the operation of named company and collected tens of various weapons and ammunitions from them, the collected weapons contains 112 AK-47, 11 Pistol and 380 helmets.

Relating the issue the ministry of foreign affairs has been informed to cancel three projects of global private security company (Jaica, Argous and Abzar) and transfer the security responsibility of the projects to one of licensed private security company obtained license in 2013.

The Afghan public protection force and security enterprise has been established to disarm illegal private security company in the country and still have abandoned tens of illegal companies and has assumed their responsibilities.

  Training center boxing team won 2nd position in boxing tournament

10 February 2014 Kabul-Afghanistan

In the professional boxing tournament held in studio of 3 sports TV attended by special operation police and ministry of interior athletes association the athletes of APPF training center won the 2nd position.

In this tournament 2 athletes from training center attended and got silver and bronze medals and stood in 2nd and third place.

According to Atiullah Nasiry the training center trainer the athletes of APPF training center were able to acquire best positions among interior ministry athletes.

Also the training center athletes got the second position in recent Muaythai tournament between ministry of interior athlete associations and Muaythai clubs federation in Kabul.

It worth mentioning that APPF’s athletes gained remarkable achievements in sport games in less time recently.

Introduction of Tamimurahman as new Finance and Accounting Director

5 February 2014 Kabul-Afghanistan

Tamimurahman Son of Azizurahman introduced as new Director of Finance and Accounting for employees of Afghan public protection force and security enterprise today.

In the introduction ceremony  in APPF HQ first the decree of his Excellency Hamid Karzai the president of Islamic republic of Afghanistan relating appointment of Tamimurahman as new Director of Finance and accounting recited by Brig. Gen. Abdul Razaq Saighani APPF chief of staff.

Director to pursue his job in lines with rule of law and not apart any effort in this field.

Mr. Tamimurahman also promised to fulfill his duties in line of law and said that he will do his best and won’t hesitate to apart any effort in this field.

Employment of new employees for C2

The Afghan public protection force and security enterprise recruit 40 new employees for its command and control unite C2.

In this exam 140 candidates from all over the country attended who found eligible through short listing process, written and interview were taken from them in the result 40 people with the highest score selected for 40 vacant position of command and control unite.

The examination monitored by selected committee headed by Brig. Gen Abdul Razaq Saighani, APPF chief of staff to ensure the transparency process.

 

Brig. Gen Saighani said:” in order to attract skilled and qualified people the new positions were announced, as a result qualified people selected for shortlist and introduced to exam”.

Mr. Saighani called the new employees the most qualified candidates and said they will be dispatched to their duties after receiving professional trainings.

Integration’s of Farah road protective Division to Herat protective Division

28 January 2014 Kabul-Afghanistan

Brigadier General Jumma Gul Hemat the convoy security commander reported the integration of Farah road protective division to Herat protective division.

The integration process took place when a joint delegate led by Brig. Gen Hemat controlled the operative status of Kabul, Ghazni, Kandahar and Farah provinces.

The delegate first met the provincial officials and discussed about escorting of logistical supplies of domestic and foreign clients and emphasized on mutual cooperation.

During his speech Mr. Hemat praised the mutual cooperation of ANSF with APPF and said” education and equipment of APPF personnel with modern technology constitute our priority and our protective personnel are capable now to escort the convoys anywhere in the country”.

Brig. Gen Hemat also said that they are focusing more on quality of services therefore integration of Farah road protective division took place.

He also pointed about personnel gains in escorting of convoys and said the personnel got enough experience in this field.

Based on instruction of deputy minister of APPF the delegate brought necessary changes in leadership of Kandahar protective division and called such changes effective in betterment of affairs.

Since assignment of new officers in the security of convoy framework the causalities of personnel have dramatically declined.

It worth mentioning that convoy security directorate has 7 protective divisions in its framework and is providing security services across the country.

APPF achievements are praiseworthy

The Afghan public protection force and security enterprise has been created based on presidential decree 62 of Islamic republic of Afghanistan and council of minister act 19 as legal alternative of private security companies in 2010. It continues its operation in four directions including (protection of governmental project, protection nongovernmental projects, protection international projects and security of convoys).
The APPF has about 24401 officer, employee, guard and soldiers; they are busy protecting the welfare projects across the country and have considerable achievements that received attention of Afghanistan Senate (upper house of the parliament) who praised the deputy minister of APPF with appreciation letter.

Here In this paper, based on credible evidence, APPF’s achievements in various fields were examined and are as follows:

Convoy security Directorate:

Escorting of supply convoys constitute the main Direction of APPF and is driven by number of protective personnel who are fighting with their lives, the named directorate has transported more than 143809 goods across the country, notably the escorting of convoys in Kabul-Herat route was faced with

many problems, By new changes in leadership of APPF positive outcomes has been occurred in this field.

Lt Gen. Jamal Abdul Naser Siddiqi deputy minister of APPF since assumption of this position put escorting of goods and eliminating the challenges in this field in his priority, he led a joint delegates of military officers accompanying with commander of public order police and ministry of defense officials to Kabul-Herat high way, the delegate observed the operative status of the highway and made appropriate decision to improvement the affairs, He prioritizes the quality over quantity and decreased the protective divisions from 14 to 7 and brought necessary changes in the leadership of named divisions, these changes caused the following advantages:

·         Increase in revenue

·         Reduction in expenses

·         85% fall in casualties

·         37% reduction in arms and equipment expenditures

·         75 % reduction in vehicles damages and torch

Directorate for protection of governmental projects:

This directorate has protection responsibility of national projects by its 77982 protective personnel in 28 unit, this directorate provides security services for national welfare projects such as Aynak cooper mine, Gas Pipelines, railways, Qaisar-laman ring road and other welfare projects that brings positive changes in economy of Afghanistan which counts a privilege for ministry of interior and APPF

Directorate for protection of nongovernmental project:

This directorate provides security services for private investment agencies such as telecommunications companies, transportations companies, aviation companies and construction Companies across the country.

The named directorate has 5222 professional guards that serves in 150 private projects and has provides the investment opportunity in the country, this directorate is generating  considerable amount of revenue and add bit of it to state treasury in addition of APPF expenses.

Directorate for protection of international projects:

This directorate has 3981 protective personnel and protects the diplomatic facilities as well as 70 NATO and US department of defense installations across the country.

The Directorate for protection of international project has prepared transition plan to obtain the authority of 15 private security companies who are protecting the international. In last 3 month Afghan tour private security company, FHI and ITM private security companies abolished and 7332 weapons, 862 Radio collected from them , also 223 weapons submitted to DIAG process.

At the same time the security responsibility of Pasab camp in Helmand province transferred to APPF and the transition process of camp shank of Logar province, Camp Apache of Zabul province and Camp phoenix of Kabul province is continuing according to the timetable.

General Directorate of Business and Finance:

This Directorate is consist of 3 separate directorates including Directorate of Finance and accounting, Directorate of logistical support and Directorate of Business that has responsibility of signing security contracts, revenue adjustment, salary implementations, supplying the protective divisions and also works to make APPF self-sufficient from finance perspective.

The changes in leadership of APPF and employee struggles resulted decline in expenses and dramatic increase on revenue for example in the last six months of last fiscal year APPF revenue was Afs3134940042 and Afs2681064044 expenses and Afs453875998 profit. Meanwhile in the second half of that fiscal year the APPF revenue increased to Afs3869817313 and expenses decreased to Afs3172841899 caused a positive change of Afs696975417 profit which is counted as a major achievement for the new Leadership of APPF.

Other achievements of APPF are as follows:

·         Signing of 483 security contracts value Afs6799335411 and creation of employment opportunity for 16767 people.

·         Increment of revenue from issuing of license to risk management companies to Afs108718000.

·         Assessment of employees to recruit professional and skilled staff.

·         Based on the policy of government of Islamic republic of Afghanistan and in order to establish a justice environment the recruitment process will implement in year 1393 compromised of all ethnic groups.

In addition, combat over corruption, educations of personnel are the recent achievements of APPF.

The punishment and reward is considered principal of good governance, with these principal in mind the functions of Lt. Gen Jamal Abdul Naser Siddiqi was hailed by Afghanistan parliament and the upper house honored him with appreciation certificate.

APPF is covering the security of more than 300 projects and institutions within the country

The Afghan public protection force and security enterprise has been created pursuant to the presidential decree 62 of the president of Islamic republic of Afghanistan under ministry of interior; in very little time the APPF has covered major welfare projects under its security coverage. APPF is compromised of two General directorates of operation and business and finance, they perform their duties in military and civilian fields.

Media: tell us about operation directorate work endurance?

BG Amiry: the general operation directorate is performing its duty under deputy minister of APPF and work in four directions including protection of governmental projects, protection of nongovernmental projects, protection of international projects and security of convoys of ISAF, NATO and US Department of defense goods, as well as protection of welfare infrastructure projects

and historical monuments, private companies, Banks dams ant etc.

Media: How many domestic and foreign agencies have been covered under your personnel protection plan?

BG Amiry: as I said, the operation directorate works in four directions; we have covered 25 projects in governmental projects, 70 in international projects and 150 in nongovernmental projects.

Press: It has been said that APPF is about to assume the security responsibility of all NATO and US department of defense run operating bases, tell us what action has been taken  in this regard?

BG Amiry: after presidential decree 45 date 1392/5/5/ of the president of Islamic republic of Afghanistan and cancellation of private security companies and transition of ISAF run facilities to APPF still 5 US under control facilities have been transitioned, the plan is to take action on transition of remaining camps based on mutual agreements.

Media: How do you compare the security status and escorting of convoys, as we know the private security companies were escorting the convoys before?

BG Amiry: a very good question! The APPF carries vast support of Islamic republic of Afghanistan government and escort the convoys in coordination of other governmental security organs, whereas the private security companies were lacking such kind of features, the private security companies brought irregularities in highways whereas the APPF police counter insecurity in the highways and shines as a biggest security service providing entity in the country.

Media: Those guards whose companies goes in transition, do you hire them in APPF or not?

BG Amiry: after cancellation of private security companies the sites undergoes security survey by professional officers, first priority is given to the company personnel to join the APPF forces, after completion of the biometric process the eligible personnel of transitioned company transfers to APPF.

Media: How is your cooperation with international partners?

BG Amiry: our international partners cooperate with us in civilian fields as well as military fields; I would like to thanks them for their cooperation.

 

Media: How do you assess the coordination of other security organs with APPF police?

BG Amiry:  as you know and I noticed that earlier the APPF personnel carry their duty in good way, we have a good relation with other security organs and as a result a positive changes has been occurred in security of convoys across the country, we have also conducted several operative meetings with other security organs such as NDS, ANA, ANP to further strengthen our activities, I would like to appreciate them for their support.

Media: disarmament of private security companies and irresponsible people is one of APPF’s objectives; please give us information about it?

BG Amiry: this is an important question. Relating cancellation of private security companies and disarmament of irresponsible people we conducted successful operation pursuant to the presidential decrees 62 and 45, consequently more than 8000 various weapons with ammunitions collected, Also the cancellation process of 15 remaining private security companies who provide security services for NATO facilities continues according to the agreement by and between interior minister and ISAF commander, this process goes forward successfully.

Media: some of the entrepreneurs have concern over security and avoid investment in extraction of mines and other welfare projects, from security perspective how you ensure them?

BG Amiry: as I mentioned earlier, the APPF personnel are protecting the major welfare projects across the country such as Water Dams, Mines, ring roads, railways and electricity companies.

I as a operation director of APPF ensure all the entrepreneurs and promise them to come and start investment in the country, the protective personnel are ready to protect their goods.

Media: tell us about future plans of operation directorate?

BG Amiry: I am pointing briefly to future plans of my administrations, we are planning to sign more contracts in different fields, we want to strengthen the training of personnel and make them well prepare for transition of ISAF camps, we are planning to cover the security of all governmental and nongovernmental projects and provide effective services with international standards to our clients.

Media: what is your message for our fellow countrymen?

BG Amiry: as you know that our protective personnel are currently serving their country days and nights, I ensure my countrymen that APPF police are in their services, we are ready to protect them and their investment and I would like to ask their cooperation in this regards.

The senate hails DM of APPF achievements

The Senate appreciated the effective work of Lt. Gen Jamal Abdul Naser Siddiqi Deputy minister of Afghan public protection force and security enterprise in line with security of welfare projects and protection of investment agencies in the country.

His Excellency Haji Rafiullah Gul Afghan the second deputy of the senate after hearing the deputy minister of APPF’s report called his achievements effective and a big achievement for government of Afghanistan and honored him with appreciation letter.

It’s to be mentioned that after changes

occurred in leadership of APPF and fight against corruption accelerated the APPF income increased and over 1 Milliard Afghani turned to state treasury.

Revenue augmentation of APPF Directorate

The directorate for protection of nongovernmental project of APPF has received 3 Bil  lion Afghani revenue from security services delivered to investment agencies within the country , most of that has been delivered to state treasury.

For more information relating the work fields of directorate for protection of nongovernmental project of APPF we have prepared an interview with Maj. Gen Sayed Akbarshah Tabish director for protection of nongovernmental project and draw your attention to it.

 Press: what is the reason for creation of directorate for protection of nongovernmental project under the operation directorate framework?

Tabish: the directorate for protection of nongovernmental projects of APPF has been created as legal alternative of former private security companies who were providing security services for investment institution in the country; this directorate has officially obtained the responsibility of private security companies and provides security services for investors in Afghanistan.

Press: how many projects have you covered under security by now?

Tabish: our directorate based on clients’ proposal has covered the security of more than 150 projects across the country; our professional personnel are providing the reliable security services for any demanding agencies.

Press: you mentioned about professional personnel, when you hire personnel do they receive any training, if yes, for how long and where?

Tabish: all our protective personnel go through appropriate medical checkups, security screening, biometric checkups, they also receive training for particular period of time in the APPF training center, they divert to their duties after completing the course that varies.

Press: what is the economical level of this directorate and how effective is it in economical growth of Afghanistan?

Tabish:  since beginning of the year 1392 we have received more than 3 billion and hundred and two million Afghani revenue and spent one billion and seven hundred twenty four million Afghani in admin expenditures and delivered one billion three hundred seventy eight million Afghani to government account.

Press: in your opinion how favorable the security is for investment?

Tabish: the directorate for protection of nongovernmental project of APPF has managed the security services which led the investment across the country and now all the domestic and foreign investors can invest in the country with peaceful mood.

Press: how is your coordination with other security organs?

Tabish: the directorate for protection of nongovernmental project of APPF conducts its duties strongly in coordination of other security organs.

Press: what is your major achievement this year?

Tabish: the directorate for protection of nongovernmental project of APPF has delivered reliable security services for demanding clients and has obtained their satisfactions, beside that we have delivered considerable amount of money to state treasury which help in the economical growth.

  Press: what plans do you have in hand to improve the affairs?

Tabish: as we all know security of investment agencies are important issues; we are considering taking on a more effective security measures and action plans.

Press: what is your message for domestic investors?

Tabish: I call on national investors not to worry about security; our protective personnel are ready to protect their goods day and night, I request from them to start investment in the country and provide employment opportunity for our fellow countrymen and play an important role in development of Afghanistan.

Collection of 1507 weapons and 56 Motorola Radio from PSCs

In order to implement the presidential decrees 62 and 45 of the president of Islamic republic of Afghanistan relating cancellation of private security companies the Afghan public protection force and security enterprise collected 1507 various types of weapons and 56 Motorola radios from Kabul-Balkh , Tundra private security companies and some irresponsible people.

The collected weapon contains AK-47, PMK and radios collected by personnel of APPF and cached in depot in presence of official board.

Lt Gen Jamal Abdul Naser Siddiqi deputy minister of APPF called collection of weapons from private security companies and irresponsible people as major achievement toward rule of law and strength of Afghan national security forces and said that

collection of weapons from irresponsible entities have important role in security of the country.

The Deputy Minister of APPF also said that collection of weapons from irresponsible entities shows strength of public protection police and added that APPF personnel have the capability to protect the national and international projects across the country and abandon private security companies.

It’s to be mentioned that APPF has intensified collection of weapons from private security companies and yet thousands of weapons have been collected and displayed to people through media exposure.

APPF is the only reliable security service organ

The Afghan public protection force and security enterprise is a legal alternative of private security companies because its personnel receives appropriate educati  ons and goes through various biometric and security screening.

These statements made by Eng. Abdul Ghafoor Rahmani Estanekzai security officer of Azizi bank in an interview with our reporters. He said the protective personnel of APPF have been assigned to protect all Azizi Bank’s branches across Afghanistan; they perform their duties with honor.

Mr. Estanekzai added:” the officials of Azizi bank are in close coordination with APPF

personnel, any issue will be solved understandingly together”.

In his interview he also requests from other investment agencies to rely on APPF security services and calls APPF the only reliable security service providing organ whose revenue goes to government account for welfare of Afghan people.

3 new contracts signed

The protocol officials of Afghan public protection force and security enterprise reported signing of 3 new security contracts with MTN Communications Company, Khan Popal Construction Company and Ghazni - Parwan brothers market.

According to the officials extension has also occurred in the security contracts of appreciation from good performance projects, Watan Zazai transportation group, Barekzai Wafa Logistics and Oranus Hotel.

Meanwhile increase in protective personnel of Afghan Telecom, Fazlullah Construction Company and Wapx logistic group has adjusted.

Acting Director of business and finance introduced

1, January, 2014- Kabul Afghanistan

Mohammad Omer Dawoodzai the interior minister and security enterprise high council chief named Hamidullah Rahel as acting director of business and finance directorate of APPF today.

In the introduction ceremony in APPF press hall LTG. Jamal Abdul Naser Siddiqi Congratulate the new post for Mr. Rahel said” rotation and changes in administration for betterment of affair is a principal”.

Mr. Siddiq pointed about his priorities and said implementation of presidential decree 62 relating cancelation of private security companies, combat over corruptions, raising APPF revenues, Taking into account the principle of meritocracy and creates a good working atmosphere in the APPF is positioned

as his top priorities, he request from business and finance general director to not apart any effort regarding that.

He also emphasized on coordination between military and civilian personnel and said coordination between civilian employee and military personnel is effective in performance of daily affairs.

Following that minister of interior’s decree regarding appointment of Mr. Rahel as acting general director of business and finance directorate recited by BG. Abdul Razaq Saighani and he formally introduced for personnel.

Mr. Rahel in his speech promised to perform his duties in guidelines of holy Islam religion and state law and request official’s cooperation.

Collection of tens of weapons from Kabul-Balkh PSC

The Afghan public protection force and security enterprise collected tens of AK-47 weapons from Kabul-Balkh private security company in Uruzgan province.

According to registrations department, in order to implement the presidential decree 62 and 45, 100 AK-47 collected from named company who were operating in vicinities of Uruzgan province, the weapons has been cached in safe depot.

The Kabul-Balkh private security company was providing security services for national and international clients before.

It’s to be mentioned that since creation of APPF tens of private security companies have been abolished and more than 8000 weapons with ammunitions have been collected from them.

5.5 Billion Afghani revenue of current year

The Afghan public protection force and security enterprise is profit security organization; it is a pay-for-service Afghan government security service provider underneath the Ministry of Interior that protects people, infrastructure, facilities, construction projects and convoys from these activities brings enormous benefit to state treasury.

In order to understand APPF’s gain and revenue generated this year we have prepared an interview with Hashmatullah Latifi business and finance general director of APPF and draw  your attention to it.

Q: First brief us information about personnel and activities of business and finance directorate?

A: business and finance directorate works beneath APPF and has three separated departments in its formations, including finance and accounting, logistics and business departments, these departments perform their affairs in various sectors to prevail for example department of business and accounting plans the budget, revenue and expenses and issue personnel salaries, department of logistics provides APPF’s logistical needs and department of business works in contracts related affair with national and international clients.

 

Q: what is your biggest gain this year and how much revenue have you received?

A: our biggest gain this year constitute 5.5 billion Afghani revenue, before creation of APPF The money was funneled into the pockets of private security companies, but today we have harnessed it and can deliver to the government account.
we have signed total 484 security contracts with our clients including 20 contracts in governmental projects, 161 contracts with nongovernmental sectors, 86 contracts with international organizations, 6 contracts with ISAF camps and some other contracts with escorting of convoys, based on that our protective personnel provides security services for named agencies in the country. Insha Allah our revenue will reach to 7 billion Afghanis till end of the year.

Q: it has been said that contract of tiger risk management company in command and control unit has been revoked, what is the reason behind that and who has obtained its responsibilities?

A: command and control unit is controlling the supplying convoys across the country; the contract signed with tiger risk Management Company has been revoked due to inability of the company to fulfill its commitments. Cancelation of contracts helped us to save 18 million USD annually, our personnel has the capacity to lead the unit now, I am sure they will perform their work properly.

Q: How successful were you to implement year 1392 plans and what is your future plan?

A: our annual plan of 1392 has completed 95% we have almost reached our goals. Our plan for the year 1393 is ready that contains financial plan, preparation of budget for governmental and nongovernmental projects, security of convoys and review over procedure of boards authority and contracts of leased weapons.

Above all we have prepared APPF’s business plan that will distinguish our performance and will increase our revenue.

Fighting against corruption, correction of security contracts, providing better security services and satisfaction of clients counts our achievements this year and serves as priority.

Q: what plans directorate for business and finance has in hand to prevent unnecessary expenditures?

A: we have appropriate plans in hand to eliminate unnecessary expenditures, out of total 21000 Military and 300 civilian personnel currently serves, we are planning to reduce 1600 people in 2 phase from  14 established divisions as security has improved in Paktia, Nengarhar and Mazar-e-Sharif.  

Q: some guards complain from delays in salaries, what you have to say about it?

 A: the problem is with their detachments and division representatives who deliver the salary report late, it takes us 2 days to process the salary report and issue the salary for the personnel; we have new procedure and held seminars that will bring changes.

Q: as we know, reward and punishment is one of the most important principal of administrations, is that applicable in your administrations or not?

A: APPF’s Work procedure is in hand, based on that activities of employee will be assessed, individuals who perform their duties in light of law will be rewarded and those who acts against it will be punished.

Q: What is your message for your clients?

A: I call on all merchants and investment agencies to believe on APPF and benefit from security services; we are ready to provide reliable security services for national and international clients to stride on a brighter future.

226 graduates from APPF training center

In the 29th  graduation round of APPF training center 226 personnel graduated after receiving one month long training.

A commemoration ceremony held in training center conference hall where Col Abdul Ghafar Hotak the training center commander talked and request from graduates to utilize their gains in the ground for welfare of Afghan people.

At the end of ceremony the graduates obtained their completion certificates and read oath of service.

It is to be mentioned that still more than 5000 people have been graduated from APPF training center after receiving appropriate training, this process continuous normally.

3 New contracts signed

The protocol department of Afghan public protection force and security enterprise reported signing of 3 new contracts during the week.

The protocol department is responsible for reaching in agreement with demanding entities who ask for security services. This department has signed contracts with governmental and nongovernmental projects, convoy security, national and international investors since its establishments.

The protocol department also reported extension in 4 security contracts during the week.

The security contracts often performs after appropriate security surveys, in this round Dawoodzai Olya international transportation company, Arif Mohib commercial company and Asia Herawi industrial and energy company were surveyed and security contracts signed.

According to the contract 44 protective personnel of APPF will be responsible to provide security services for named agencies.

The APPF has signed 438 security services with demanding agencies yet and has received 5.5 billion Afs revenue.

Collection of 956 weapons from abolished PSCs and irresponsible people

The Afghan Public protection force and security enterprise following the cancellation of private security companies and implement of the presidential decree 62 and 45 of the president of Islamic republic of Afghanistan collected 956 weapons from irresponsible people and cancelled private security companies.

The collected weapons contain AK-47, PMK, RPKA and Pistols and have been collected from Helmand, Kabul and Parwan provinces.

According to Lieutenant General Jamal Abdul Naser Siddiqi deputy minister of APPF, 823 weapons collected from Helmand and 133 from Edinburg and Siddqi PSCS who were operating in vicinities of Kabul and Parwan provinces.

LTG Siddiqi called collection of weapons a big achievement relating rule of law and ANSF empowerment and said that APPF has vast gains in this field.

The APPP which has been created in 2010 to abolish private security companies and work as legal alternative underneath interior ministry has been able to cancel tens of illegal private security companies and collect their weapons.

3 days seminar held to enhance Commanders capacity concluded

The 3 days seminar held in Afghan public protection force training center to enhance the capacity of the convoy security commanders and governmental project security commanders and eliminate their challenges concluded today.

In the seminar discussion took place between APPF officials and security commanders and to meet challenges appropriate measures were taken.

APPF takes security of Camp Phoenix

Based on the security agreement signed between ministry of interior and ISAF commander in Afghanistan registration process of camp Phoenix started completion of this process will bring over all security responsibility of named camp to Afghan Public protection forces.

Camp phoenix is the sixth ISAF run camps entrusted to APPF, according to officials of Directorate for protection of international projects of APPF.

Losses has fallen after creation of coordination center in west zone

The coordination center in west zone is one of the active security centers in the zone where Afghan national security forces implements their plan in line with stability of the country.

In this center representative from border police, civil order, directorate of security, national Army, foreign advisor collaborates on operative and security plan and support each other from common enemy.

The coordination center personnel are equipped with mother technologies and covers security of west zone; it also helps in security situations and protection of convoys.

Media: please brief us about west zone coordination center?

Col. Siddiqi: west zone coordination center has supporting role for ANSF. The purpose for establishing this center is to extend the coordination between Afghan National Security forces (ANSF) in west zone that covers Herat, Farah, Badghis and Ghor provinces, the center perform its duties jointly  with high moral that has resulted better security for governmental facilities, nongovernmental establishments, international projects and convoy security .

Media: what is APPF level of coordination with other security organs in the zone?

Col. Siddiqi: our coordination with other security organ is satisfactory high level, we prepare security plan jointly, for example we created checkpoints runs by 207 ANA Zafar corps in rout 1 that has caused better security in the high way, since 3 months no losses occurred and the convoy escorting goes forward successfully.

Media: tell us your accomplishments!

Col. Siddiqi: creation of coordination center has resulted fall in number of causalities and damages, before our enemies were able to cultivate mines in road sides, after creation of this center no incident has occurred to challenge our convoy security.

Media: what are your challenges?

Col. Siddiqi: problems exist in each level of life, we are having minor challenges that we can go over it.  We have the ability to detect any issues with collaboration of ANSF who carries high moral and we can stop those who create insecurity and problem for our people.

Media: what plans do you have on your hands?

Col. Siddiqi: our plan is to develop our relation with ANSF further so we could better escort the supplying convoys for our national and international clients. We are planning to fight challenges with collaboration of other security organs.

Media: finally, if you have anything to say?

Col. Siddiqi: yes! My message as police officer of APPF for national and international client is to not allow fear, APPF personnel are safeguarding your goods, and we are fully ready to protect national and international investment 24/7. I suggest from other zone to create coordination center and work together for a brighter future.

Introduction of new director for convoy Directorate

Based on proposal of interior minister and approval of his Excellency Hamid Karzai the president of Afghanistan Brigadier General Juma Gul Hemat has been appointed as new director for protection of convoy directorate.

In an introduction ceremony in APPF HQ Brigadier General Abdul Razaq Amiry operation director called BG Hemat as professional and skilled officer and expressed hope that his appointment as director for protection of convoys brings positive changes in situation of convoys.

  Mr. Amiry congratulate Mr. Hemat’s new position and said, based on proposal of interior ministry and approval of president of Islamic republic of Afghanistan 17 senior officers including BG Hemat introduced to new positions within the ministry of interior’s framework .

Mr. Amiry called rotations effective in administration affairs and request from officials and employees to perform duties in light of law and not spare any effort apart relating that.

Mr. Hemat also promised to perform his duties with goodwill, honesty and solve issues with collaboration of fellow personnel.

BG Juma Gul Hemat has served as provincial police chief of Urozgan province and security chief of Helmand police headquarter before.

Losses in convoy directorates has fallen to 99 %

The Afghan Public Protection Force and security enterprise that has been created in Ministry of interior’s framework pursuant to presidential decree 62 as legal alternatives of private security companies and has been able to provide considerable security services for demanding entities since its creation.

In order to further aware our countrymen about APPF activities, we have arranged an exclusive interview with Brigadier General Abdul Razaq Saighani, APPF chief of staff and draw your kind attention to it.

Media: first tell us the purpose of APPF creation and its work directions?

BG Saighani: the Afghan public protection force and security enterprise (APPF) has been created pursuant to presidential decree 62 and act 19 of council of ministers as legal alternative of private security companies.

The APPF works in four work directions including, protection of governmental projects, protection of nongovernmental projects, and protection of international projects and escorting of supplying convoys.

Media: what is different between APPF security guards and National Police?

BG Saighani: the national police duty is rule of law and civil order, APPF duty is to protect the investment facilities and private business.

Media: How many privet security companies still operate and tell us number of cancelled PSCs?

BG Saighani: The APPF following the presidential decree 45 has cancelled 57 private security companies, it has issued operation license for 19 PSCs that protect diplomatic facilities and has prepared cancellation plan for 15 other PSCs that has no diplomatic contracts, as a result two PSCs has been abolished and by end of year the remaining 13 will be cancelled.

Media: how about number of contracts, how many contracts have been signed with investment agencies and what criteria has been considered?

BG Saighani: The APPF has contract with tens of private investment agencies in the country, similarly all demanding entities that require security services can request based on cost sheet of security enterprise high council can sign contract.

                                                                                                    

Media: it’s said that losses are more in convoy protection directorate, what is your opinion in that statement?

BG Saighani: as my countrymen knows, there was lack of coordination between Afghan National Security forces in Kabul-Herat Highway before, by exert of security officials the losses has fallen to 99% in recent months.

Also recently LTG Jamal Abdul Naser Siddiqi the deputy minister of APPF headed a delegate of all security organs and controlled Kabul-Herat high way and adjacent provinces, the delegates identified vulnerable locations and installed security checkpoints needed, the delegates also dismissed corrupt officials and instead appoint honest and professional officers in consequence security challenge in the highway has diminish.

            Media: what criteria are considered to hire civil employee and Guards in APPF framework?

BG Saighani: Entire civil employees of APPF have to go through open competition; hiring in here is according to merits. The APPF guard recruitment is same like police procedure where individuals are required to perform medical and biometric checkups and provide guarantee. The APPF guards goes through appropriate training after completion starts their duties.

Media: do you have any plan relating employee capacity building?

BG Saighani: the APPF plans to evaluate the employees and prepare professional team to expand the work.

Media: it is said that most governmental agencies are involved in corruption, what about APPF?

BG Saighani: corruption exist in agencies leads by incapable individual who lacks merits and capacity, hence it’s obvious when capable figures appointed no corruption remains.

Fighting corruption is minister of interior’s priority, there for APPF has worked hard in this field and has dismissed corrupt official.

Media: it is said that APPF will assume security responsibility of ISAF, NATO and US department of defense facilities in the country, what progress has been made in this field and how many camps has been transferred to yet?

BG Saighani: based on agreement by minister of interior and ISAF commander in Afghanistan, the APPF will receive security responsibility of 15 foreign military installation in the country, still 2 camps has transferred and this process continuous successfully.                                                                                                         

Media: How is your coordination with other security organs?

BG Saighani: APPF works in direct coordination with other security organs and has created a wonderful coordination environment, as a result the losses and damages have fallen in the high ways.

Media: what are your plans relating betterment of your affairs?

BG Saighani: APPF evaluates every last six months performance, based on that identifies defects that has arisen and solve it in coming six months.

APPF Boxing sport Team won 8 Gold Medals

7 December -2013 Kabul-Afghanistan

The first professional boxing tournament between ministry of interior, special operation directorate, Athletes associations and APPF held in Kabul.

Among 40 athlete participants in this tournament 10 of them were presenting APPF’s training center’s sports teams that compete with their opponents.

In the result the sports team of APPF won 8 Gold medal and 2 silver , among the winners one of APPF’s Sportsman was able to win  the national Olympic committee championship title.

Also the training center held first tournament of Kabaddi in Kabul under national Olympic committee and present championship medals for winners.

APPF personnel in Herat Province collected hundreds of weapons

5 December 2013 Kabul-Afghanistan

The Afghan public protection force and security enterprise personnel in west zone have collected hundreds of weapons from private security companies.

A joint delegate entered to Herat province by guidance of Deputy Minister of APPF and transferred 375 weapons to APPF Head quarter after completion of appropriate registration process.

The delegate first met with provincial police Chief MG Samiullah Qatra and discussed about collection of weapons in west zone and pointed about APPF achievements regarding cancellation and disarmament of private security companies.

MG Qatra called APPF the only reliable, efficient and transparent security providing organ in the country and said:” The APPF personnel are successful in their work endurance, they have tremendous gains in little time in west zone”.

MG Qatra said, Deputy Minister of APPF LTG Jamal Abdul Naser Siddiqqi’s recent trip to south and southwestern provinces brought positive and fruitful results.

He also added that directorate of APPF in Herat province has been able to collect heavy and light guns from 10 private security companies which counts as a vast step in security improvement of west zone.

The delegates in their stay submitted 223 inactive weapons to DIAG department of provincial police directorate and transferred 375 weapons to Kabul.

According to Col. Abdul Hamid Azizi Herat province APPF director, the APPF police have full readiness to disarm and abandon private security companies and assume their responsibilities.

It’s to be mentioned that APPF directorate in Herat province has been able to collect more than 1500 weapons from Herat, Farah, Badghis and Ghor provinces.

Collection of 184 weapons from private security companies

2 December 2013 Kabul-Afghanistan

The Afghan Public protection force and security enterprise following the disarmament and cancellation of private security companies collected 184 various weapons, 139 Motorola radio and military equipments from tour Afghanistan, Blue Eagle and Edinburg private security companies in presence of official board.

According to LTG Jamal Abdul Naser Siddiqi Deputy minister of APPF the named weapons and equipments collected in the light of presidential decrees 62 and 45 from private security companies.

Deputy Minister of APPF said:” in result of my recent control over the status of Kabul-Herat high way and adjacent provinces the high way security status has improved in length of

one month period”, he called that as his major  achievements.

Also the APPF has issued operation license for19 out of 34 private security companies who provide security service for diplomatic facilities in the country.

Thus the APPF has prepared a plan to transfer and disarm 15 private security companies that lacks diplomatic contract according to that tour Afghanistan and FHI private security companies disarmed and transitioned, by end of the year 13 remaining private security companies will be abolished.

Collection of various weapons from Ghazni province

Following the disarmament of private security companies, officials of Ghazni convoy protection directorate collected 100 various weapons and ammunitions from blue eagle private security company.

Our reporter reported from Ghazni  province said the collected weapons contains 86 AK-47, 5 Pistol, 8 PMK, 1 gunshot, 110 AK-47 magazine, 10 Pistol magazine, 105 helmet, 170 body armor and 31 Motorola radios.

The collected weapons and ammunitions from blue eagle private Security Company is part of presidential decree 45 implementations relating cancellation of private security companies.

Meanwhile the cancelled blue eagle company submitted many weapons and ammunitions to APPF in various occasions before.

Graduation of 426 Guards from APPF training center

In 20th graduations round of Afghan Public protection force training center 426 guard obtained their completion certificates after receiving one month training.

 A ceremony held in training center hall relating the issue started by  Col. Abdul Ghafar Hotak commander of training center speech where he congratulate the graduates and request from them to perform their duties in respect of National interest.

Following that Brigadier General Abdul Razaq Amiry operation director of APPF pointed to graduates and said:” education is the motive of development in societies, therefore considering the current gains we have to protect the public properties days and nights”.

He also request from graduates to use their knowledge in practice for the welfare of Afghan people.

It’s to be mentioned that still the APPF training center has graduated more than 5000 guards and training continuous daily.

Collection of 348 weapons from Helmand Province

27 November 2013 Helmand-Afghanistan

Following the implementation of the presidential decree 45 of the president of Islamic republic of Afghanistan, 348 weapons collected by Afghan public protection force department in Helmand Province.

Our reporter reported from Helmand province said the collected weapons includes 24 PMK, 25 Pistol, 2 RDP, 1 Tick Ma tick, 296 AK-47, 552 Bullet magazine, 32 communication radio, 1600 bullet and 113 Helmet. The named weapons and ammunitions were collected from multiple private security companies in recent months according to Col Abdul Ghafar Noorzai.

 

The Afghan Public Protection Force and Security enterprise following the implementation of Presidential decree 45 and 62 of Islamic republic of Afghanistan since its establishment has cancelled tens of private security companies and has assumed their responsibility.

New Security contract with Tiger Swan Company

The contracting department of Afghan public protection force and security enterprise following its previous contracts last week signed new security contract with tiger swan company, based on the contract 310 security personnel of APPF will provide security services for named company establishments.

According to news, the contracting department extended the security contracts of Blossom Hospital, Management system international and Billal Sadat Construction Company. Based on agreements the APPF will provide another year security services for named companies.

Since APPF assumed security responsibility of national and international projects and escorting of convoy from private security

companies the contracting office has been able to contract with more than 400 national and international organizations and has delivered considerable amount of money to government accounts.

DM of APPF controlled Loya Jirga Security rings

Following the guidance of Interior minister Mohammad Omer Dawoudzai, LTG Jamal Abdul Naser Siddiqi Deputy minister of Afghan Public protection force and security enterprise controlled security ring of some check points established to protect Loya Jirga ceremony in Kabul Province.

LTG Siddiqi examined the security rings, operative and arm status of checkpoints and thanked the service members who took part in security of Loya Jirgar for their services.

Deputy Minister of APPF said:”Loya Jirga is the will of our people”; he added its police responsibility to provide security for such gatherings.

It’s to be mentioned that ministry of interior with collaboration of other security organs has taken tight security measures as consequence the Jirga process goes in peaceful environment.

Collection of 29 various types of weapons

Officials of The Afghan public protection force and security enterprise reports collection of 29 various types of weapons and 20 communication radios.

According to BG Abdul Razaq Saighani APPF chief of staff the named collected weapons includes 23 AK-47, 2 PMK and 20 communication radios collected from Kabul-Balkh, Aria and blue eagle private security companies.

The APPF personnel collected 59 various weapons from blue eagle private security company before and depot it to APPF weapon cache.

It’s to be mentioned Afghan public protection force and security enterprise established based on presidential decree 62 in ministry of interior framework to work as legal alternative of private security companies, since its establishment the APPF has collected more than 6000 various light and heavy  weapons with ammunitions from private security companies in the country.

Security agreement signed with AMK9 Detection

The protocol department of Afghan Public Protection Force and security enterprise signed security agreement with American K9 Detection Company during the week.

According to the contract the security responsibility of named company transferred to APPF.

Based on news extension occurred with Ghazanfar Group, Afghan commercial bank, Park Star Hotel and Sayed Belal Sadat construction company. Also based on other news extension has been occurred in contracts of Bakhater bank.

It’s to be mentioned that APPF is the only security services proving organ obtained security responsibility of national and international projects after cancellation of private security companies in the country.

8 AK-47 collected from Jacky roll PSC

The arm and technique department of Afghan Public protection force and security enterprise reported collection of 8 AK-47 from Jacky roll private security company.

The named weapons were collected by a delegate of 3 officers and depot to APPF cache.The Afghan Public protection force APPF has been created based on presidential decree 62 as a legal alternative of private security companies in ministry of interior’s framework, since its creation APPF has been able to collect more than 6000 various heavy and light guns with ammunitions from private security companies.

Control of Kabul-Herat Highway

10 November 2013 Kabul-Afghanistan

LTG Jamal Abdul Naser Siddiq Deputy minister of Afghan Public Protection Force and Security enterprise and Major General Zemari Paikan Afghan national civil order police commander headed a delegate and controlled the security status of Kabul-Herat Highway and its adjacent provinces.

Deputy Minister and Afghan National civil order police commander met Maidan-Wardak, Ghazni, Zabul, Helmand, Farah and Herat governors as well as the provincial police commanders and discussed about security related affairs.

The named provinces officials shared their security issues with LTG siddiqqi and accompanying delegates, the delegate

noticed their issues and pledged to cooperate in that regard.

The Deputy Minister and accompanying delegates also observed the locations of all security post across Kabul-Herat highway and provided necessary guidance to officials relating security improvement.

It’s to be mentioned that recent changes in Ministry of interior leadership has made security improvement in the country especially in Kabul-Herat Highway.

 Collection of 59 various weapons from blue Eagle PSC

The personnel of Afghan Public protection force and security enterprise reported collection of 59 various light and heavy weapons.

The named weapons and ammunitions collected from blue eagle private Security Company based on implementation of his Excellency president of Afghanistan decree number 62.

According to APPF chief of staff BG Abdul Razaq Saighani the collected weapons contains 53 AK-47, 3 Pistol, 3 PMK, 41 Motorola radio, 3500 AK-47 bullet with 152

magazine, 750 PMK’s bullet,95 pistol bullet with 9 magazine, the arms were collected by delegate and depot to APPF cache.

Last week 105 weapons collected from Afghan tour private Security Company and this process continuous in capital and provinces based on scheduled plan.

Supplying Convoy security is assured

4 November 2013 Maidan-Wardak-Afghanistan

The governor of Maidan-Wardak province says the security of supplying convoy is assured now.

Abdul Majid Khogiani Maidan-Wardak provincial governor in a meeting with LTG Jamal Abdul Naser Siddiqi deputy minister of APPF said before Kabul-Kandahar highway was instable for supplying convoys due to arm enemy activity. He said:  the private company managers and supplying convoy owners were worried of corruption and insecurity due to arm militant ambush and activities, the militants were able to burn vehicles and damage the goods before reaching its destinations.

Mr. Khogiani said since settlement of Afghan national security forces in Kabul-Kandahar high way in last couple months no major incidents has occurred.

At the end LTG Jamal Abdul Naser Siddiqi thanked provincial governor for his struggle and coordination with Afghan National security forces relating securing the highway and said Kabul-Kandahar highway used be instable due to militant activities but now the high way is secure and supplying convoy can reach its destinations without any damage.

 Registrations of 122 guards of Apache,Zangabad and Pasab Camps

Joint delegate of Afghan public protection force APPF who entered Zabul and Kandahar Provinces to register US camps returned to Kabul after enrolment of tens of guards in APPF biometric system.

The delegates were compromised of operation directorate, protection of international projects, media and publishing, biometric and information technology departments, the aim of the trip was to register Apache camp of Zabul, Zangabad and Pasab camp of Kandahar province where the delegate registered 122 guards of named camps.

First the delegate met with camps advisors and officials and enriched them with necessary information regarding APPF work direction.

The camps officials welcomed transition process of NATO camps to APPF and announced their full support.

Meanwhile the delegates discussed with guards about relevant issues and answered to their questions.

After performance of biometric registrations, health record forms, criminal record forms and guarantee forms were issued for them.

It’s to be mentioned that registration of NATO camps are continuing based on schedule in capital and provinces.

Cancellation of Afghan Tour PSC

2 November 2013 Kabul-Afghanistan

Following the implementation of presidential decree 62 and 45 the Afghan public protection force and security enterprise officials reported cancellation of Afghan tour private security company and collection of its 105 weapons and ammunitions .

According to LTG Jamal Abdul Naser Siddiqi Deputy minister of APPF, the Afghan tour private security company officials voluntarily turned their arms and ammunitions to APPF.

It’s said that Afghan public protection force and security enterprise has abandoned 57 private security company and 19 licensed private security companies still and has obtained their responsibilities, the APPF has also collected more than 6000 various types of weapons and ammunitions from them.

The report said, out of total 34 remaining private security companies 19 currently serves in diplomatic missions based on agreements of Vienna convention 1961 and operation license has been issued for them.

The remaining 15 private security companies are protecting NATO military installations and will be transitioned to APPF based on recent NATO commander and Afghan interior minister agreements. Still camp more head, camp lightening, New Kabul compound, camp Pasaw, camp Balahesar, camp Shank and camp Gamberry has been transitioned, According to plan all remaining military installations will be transitioned to APPF by May 2014.

Collection of 131 weapons

The registration department of Afghan public protection force reported collection of 131 various types of weapons from FHI Company in Samkany District of Paktia province due to cancellation of its contract.

According to officials the collected weapons includes 119 AK-47, 9 PIKA, 3 RPK and around 200 bullet magazines. The named weapons collected by 3 delegates and depot in APPF cache.

It’s to be mentioned that FHI Security Company contracted with APPF last year, after conclusion of contracts their weapons turned to APPF.

Arm contract signed with Eagle RMC

The contracting department of Afghan Public protection force reported signing of arm contract with eagle risk Management Company.

According to contracting office officials, in addition of named contracts, extension has occurred in security service contracts of Dehsabz sites, firsts; second and third sites of Paktia kot belong to AFGS Company, PAE Company and DAFA developmental agency.

Also Based on other news extension has occurred in AWCC contracts.

It’s to be mentioned that APPF has signed security service contract with tens of local and foreign investment agency in the country.

Control over governmental projects

Based on guidance of deputy minister of Afghan public protection force Col. Habibullah Qabchaq, Director for protection of governmental projects controlled over the security status of Amo river projects, railways, Gas Pipeline, Ghormach division and Almar dam.

Col. Qabchaq and accompanying delegates in a trip monitored the security, livelihood status and checkpoints positions of named protective divisions and offered appropriate guidance to officials.

Col. Qabchaq also heard the problems of personnel and promised to reach their problems fulfill their requirements as soon as possible.

Introduction of New operation Director

BG Abdul Razaq Amiry introduced as new operation director of Afghan public protection force for APPF personnel.

In introduction ceremony at APPF conference hall, MG Jamal Abdul Naser Siddiqi the deputy minister of APPF called rotations as necessity in organizations to bring betterment in affairs.

MG Siddiqi called BG Amiry as a smart officer and requests from him to not apart any effort relating performance of duties.

Following that BG Abdul Razaq Amiry thanked the officials and promised to fulfill his duties in respect to Afghanistan law without any hesitations.

At the end the deputy minister of APPF request from all employees to work in coordination and provide reliable security services.

Aynak copper project is secure

Afghanistan is popular with vast natural resources; the resource which is not extracted yet can play vital role in rebuilding and development of Afghanistan.

Still 30 % of Afghanistan’s territory has been surveyed possess around 3000 Milliard USD natural resources value. If wastage and unprofessional extraction prevents, it can generate long term revenue, government can produce various goods and also can create employment opportunities.

Canada’s foreign affair defense institute findings indicates that Ayank copper mine

posses 240 million tons of copper. Based on its findings, the Aynak copper mine can cover 35% of total international community fund donated between2002-2012.

Aynak copper project is major economical project in Afghanistan but instability is often called a challenge toward its development implementations.

Total area of Aynak copper project is confirmed 800 Km, the copper is located in 40 Km to ground , in central part copper is located on 200 meters 60-200 meter thick, also Oxide ore 2.1 %  is confirmed.

This project serves as world’s second largest copper mine and Afghanistan’s first copper mine that has reserved 13 million ton of copper.

In 2008 Afghanistan’s mine and petroleum ministry signed a contract with metallurgical corporation of china MCC to start extractions where the company pledged to invest 2.898 milliard USD and leave 800 million USD guarantee to Afghan government, the company also agreed to pay 400 million USD tax annually.

According to the contract any valuable item found during extractions including gold will be turned to Afghan government which is another benfite of contract. In initial step 8000 Afghans will be employed and in second step employment opportunity for 15000 people will be created.

The Afghan public protection force (APPF) is assigned for security of national establishments and major national and international project, a protective regiment is responsible to protect Aynak copper project.

Col. Mohammad Nasim Masoud the protective commander of Aynak project said:” the Aynak copper project is covered by 3 ring of security, 57 security posts has been created, 6 new posts installed recently to improve the affairs, 20 more security posts determined to install in southern parts to detect enemy mortar attack and the construction work is continuing.

Now the extraction activities has been stopped mainly due to technical issues between company and ministry of information and culture and mine and petroleum, according to Col. Massoud the extraction will be resumed soon. Mr. Masoud said the project is fully under security coverage and engineers concern relating security issue has been solved.

1600 security guards who carry professional training with high moral are serving to protect this project currently.

26 years old Najibullah from BatiKot district of Nengarhar province has been serving in protective regiment since 2011, he shows happiness from his job as he serves to protect the national welfare project, he says:” I am very proud to serve in such major welfare project that all Afghans receive benefit of it”.

20 years old Masoud live away from family, he is busy protecting the national institution. He says he is working 24/7 to save the public welfare projects.

Sultan Mohammad a soldier in Ayanak copper projects believe implementation of national projects will make the country self sufficient and will rescue Afghans from foreign donations. He says:” some youngsters travel to foreign countries for employment opportunities, if such project is implemented, thousands of people will be employed, and it will help with security issues too.

5 new contracts signed with APPF

The Contracting office of Afghan public protection force (APPF) reported signing of 5 new contracts with investment agencies and national welfare projects in the country during the week.

The named contract signed with AECOM international, Abaseen Zadran business center, Hewad dost transportations co, Afghanistan Bureshna co and ministry of energy and power’s Pashdan dam project.

Based on other report extension has been occurred in contracts of Nasrat Noorzai, Winco Imtiaz, Hekmat Afghan, Kajaky dam, Kandahar Project, black and Weach, peace

foundation and Advance engineering company.
